Bechtel Nevada intends to refurbish an existing motor home into a command vehicle for use by the Nevada Test Site Fire Protection & Emergency Medical Services. The existing motor home is a 1986 ElDorado Starfire 20' motor coach, model S310H. It is currently located at Building 425, Mercury, Nevada. The extent of refurbishment will consist of the following: 1) remove the existing interior; 2) provide and install a 25' telescoping mast with appropriate cabling and air compressor; 3) provide and install a color camera package consisting of housing, pan tilt head, matrix switcher, color camera, lens, monitor and VCR; 4) provide and install two cellular phones and a printer/fax/copier; 5) provide and install an interior package consisting of four work stations, a conference room table, u-shaped bench seating, bench seat storage, a mast cabinet, overhead cabinets, storage closet, equipment racks, flooring, relocation of central heating/air conditioning ducts, reconditioning of the central heating and airconditioning unit, rewiring the 12 VDC and 120 VAC systems, and providing appropriate interior lighting; 6) provide a graphics package of up to two oval symbols and up to 24 four inch letters; 7) transportation of the motor home from Mercury, NV to the site of the refurbishment and return of the motor coach to Mercury, NV. The intent is to issue this as a best-value procurement. It is expected that the Request For Proposal will be issued the week of July 24, 2000. Evaluation criteria factors will be established in the RFP, and should consist of such things as effective use of the space, quality of the proposed equipment, qualifications of the vendor, past performance, and schedule/delivery. It is expected that the offerors will provide a sketch or drawing of the proposed interior layout with their offers. The successful offeror will have to provide a full engineering package after award and prior to the start of the refurbishment. A preproposal conference will not be scheduled.
