Office Integrated Product Team (IPT), Air Armament Center (AAC), Eglin
AFB, Florida, plans to contract on a sole source basis with Metric
Systems Corporation, 645 Anchors Street, Fort Walton Beach, FL,
32548-3888. The planned sole source contract is to provide the full
complement of Contractor Logistics Support (CLS) of the previously
delivered USAFE Air Combat Training Pods (UAPs) and USAFE Debriefing
Stations (UDS) at Prince Sultan Air Base (PSAB), Kingdom of Saudi
Arabia. Specifically, CLS will increase from 8 to 24 UAPs and 1 to 3
UDSs currently being leased under the previously awarded USAFE
Rangeless Interim Training System (URITS) -- Southwest Asia (SWA)
contract F08635-99-C-0060. The increase in CLS capability (i.e. spares,
support equipment, personnel) need to be in place at Prince Sultan Air
Base (PSAB), Kingdom of Saudi Arabia NLT 25 September 2000. Metric
Systems Corporation is the only qualified source to perform this
effort. Metric Systems Corporation is uniquely capable of performing
this task since they own both the UAPs and UDSs, have proprietary
rights to all the critical pod hardware and software, and currently
perform the CLS function at PSAB. The anticipated contract type is Firm
Fixed Price (FFP). Information associated with this program is
classified up to, and including, SECRET/NOFORN. The Standard Industrial
Classification for this sole source acquisition is 3663 (750
personnel). Direct any questions concerning this acquisition to Major

technical matters. Contract award is planned for no later than
September 2000. This is not a request for proposal. A sole source
solicitation will be issued on or about 15 August 00. Interested

882-9391 X5040. An Ombudsman has been appointed to address concerns
from offerors or potential offerors duringthe proposal development
phase of this acquisition. The Ombudsman does not diminish the
authority of the program director or contracting officer, but
communicates contractor concerns, issues, disagreements, and
recommendations to the appropriate Government personnel. When
requested, the Ombudsman shall maintain strict confidentiality as to
the source of the concern. The Ombudsman does not participate in the
evaluation of proposals or in the source selection process. Matters of
a routine or administrative nature concerning this acquisition should
not be addressed to the Ombudsman but rather to the Contracting
Officer, Contract Specialist, or the Program Manager identified above.
