In the case of removal or response action involving the transfer of any hazardous substances, pollutants or contaminants, such hazardous substances, pollutants or contaminants shall only be transferred to a facility which is operating IAW the requirements of the Solid Waste Disposal Act (42 USCA 6924 & 6925).
