Enforcement Affairs has a requirement for an individual to perform
Aviation Logistics Advisory services at the American Embassy in Bogota.
THE SOLICITATION IS CONTAINED IN THIS NOTICE. NO OTHER SOLICITATION
WILL BE MAILED OUT. The purpose of this personal services contract
position is to assist t he Narcotics Affairs Section (NAS) at the
American Embassy in Bogota, Colombia in the implementation of bilateral
U.S. Government and Government of Colombia international narcotics
control. The major duties and responsibilities of this position are as
follows: A. Provide technical assistance to the National Police Air
Service in the planning and control of the flow of materials in support
of counternarcotics air operations. B. Provide guidance and assist the
police air service with the management and control of the aviation
fuel program. C. Assists the police air service and NAS personnel with
the implementation of an effective inventory control and management
systems covering all the aspects of material management. D. Provides
guidance and technical assistance in the management of security
assistance (SA) program to the air service (ARAVI). Serves as the
liaison between DOD implementation agencies associated with security
assistance programs, USMILGP Personnel and NAS. E. Ensures the proper
operation of supply tracking and repairs and returns (STARR/PC2)
program. Provides technical assistance with the FMS and 506A program
requisition tracking. F. Provides guidance and technical assistance
with the FMS and direct commercial repair and return (R&R) program. G.
Assists with the management of supply discrepancy reports for both the
FMS and direct commercial procurement processes. Provides guidance to
NAS and ARAVI personnel in following proper procedures to take full
advantage of material warranties. H. Assists ARAVI and NAS personnel in
development of requirements for 506A presidential determination
drawdown programs. I. Provides liaison with appropriate federal
agencies, manufacturers, and vendors to expeditiously disseminate to
ARAVI personnel information for relating to the acquisition, repair,
modification, and/or overhaul of aircraft, aircraft components,
armament and weapons, equipment, parts and supplies. J. Travels as
required to forward operating bases and locations to perform inventory
control and management function, and report on end-use monitoring. K.
Assists ARAVI and NAS personnel rgarding best sources for equipment,
parts, exchanges, overhauls, modifications, services and supplies. The
following qualifications are required: must be a US citizen; subject
to Department of State security clearance at the secret level; college
degree desired; ten years relevant, US government, overseas work
experience including inventory control management, logistics' support
planning and forecasting, procurement, and report writing; ten years
aviation logistics support experience (for both rotaryand fixed-wing
aircraft) through direct commercial procurement and security assistance
programs, e.g., FMS, 506A, EDA, etc., is required; possess Spanish
language ability at the Foreign Service Institute R-3/S-3 level or
Defense Lanaguage Proficiency Test (DLPT) level 3/3; and physically
qualified to live in Colombia and to engage in frequent in-country
travel in remote locations. All PSCs are treated as other USG
employees. This position is being classified at FP-4 through FP-3
