COMMERCE BUSINESS DAILY ISSUE OF JULY 17,2000 PSA#2643 S -- NOTICE OF INTENT TO NEGOTIATE SOLE SOURCE SUPPLEMENTAL AGREEMENT
FOR COMPUTER NETWORK DEFENSE, NORAD/USSPACECOM, PETERSON AFB, CO
DESCRIPTION: Notice of intent to negotiate a sole source supplemental
agreement with Swinerton & Walberg of Arvada Colorado (POC Dan Seier
(303) 423-9242)), Prime Contractor for the Design-Build Construction of
the FY2000 NORAD/USSPACECOM & FY 2000 USARSPACECOM Operational
Headquarters Facilities, Peterson AFB, CO, contract DACA45-00-C-0007.
The contractor will construct an additional 2,119 sm to the
NORAD/USSPACECOM Headquarters Facility and 236 sm to the Space
Operations Center located in the basement of the facility. The increase
in facility size is required to permit USSPACECCOM to support the
Computer Network Defense (CND) and Computer Network Attack (CNA) new
mission requirement. The Computer Network Defense Facility was
programmed as an FY02 project, however it has been Congressionally
inserted into the FY01 MILCON program.. The project has an estimated
value between $5,500,000 and $6,500,000. The DD Form 1391 for the
project identifies the facility as an Add to the NORAD/USSPACECOM
Headquarters and Add to the Space Operations Center. The additional
functional space required is integral to the current facility under
contract and will require revisions to the utilities, mechanical space,
communications, etc.. In addition, revisions will be necessary to the
current functional space to integrate the new mission and personnel
into the facility. Construction of the facility must be procured
immediately in order to not only assure beneficial occupancy in the
June 2002 timeframe, but also to adequately integrate the new mission
requirements into the current ongoing design and construction contract
of the NORAD/USSPACECOM facility. This notice of intent is for
information purposes only; therefore, no solicitation will result from
this announcement. All sources eligible to provide design/construction
services must have established a joint occupancy agreement with
Swinerton & Walberg, be capable of design/construction concurrent with
the design/construction under contract, and must respond in writing
(response must be supported by clear and convincing evidence to provide
timely construction services as outlined above). A request for
documentation will not be considered an affirmative response. If no
affirmative responses are received within 30 days after publication of
this notice, to the effect that comparable services are available and
that these services are more advantageous to the Government than
obtaining the services through a sole source supplemental agreement
with Swinerton & Walberg, a sole source supplemental agreement will be
