U -- EDUCATION AND TRAINING SERVICES SOL RFQ958681 DUE 072800 POC Andrea K. Pearson, Contract Specialist, 202-324-2975 This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in the FAR subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Quotes are being requested and a written solicitation will not be issued. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 97-17. This solicitation is being issued under RFQ# 958681. This is a 100% set aside for small business. The SIC code is 8299 and the business size standard is $5,000,000.00. The FBI is seeking a hands-on training course for ten students in "Forensic Analysis of an IBM AS/400". Training to be held at the vendor's site. This will be a firm fixed price contract with a base year plus four option years. Dates of training will be determined 30 days prior to course performance. The Contractor shall: a). provide computer forensics training for the analysis of an IBM AS/400 to include the following lectures (at a minimum): characteristics of hardware architectures, operating systems, compatible digital storage media, compatible filesystems, common applications, and common security measures; techniques for: preserving digital evidence, searching digital evidence, extracting digital evidence, and recovering latent information from digital evidence; b). provide one instructor with at least three (3) years document training experience and one individual with at least four (4) years work experience using AS/400's for the duration of the training; c). provide each student with a signed certificate of course completion; d). provide each student with a test of the course content, and deliver the test evaluation criteria to the FBI; e). provide each student access to his/her own AS/400 system; f). provide electronic and paper copies of training materials provided to each student. The evaluation criteria presented in descending order of importance is as follows: 1). course content that address the FBI needs as set forth in the solicitation; 2). electronic and paper copies of training materials provided to each student 3). individual student access to IBM AS/400 hardware; 4). resumes which include the educational background and credentials of instructors with a minimum of three (3) years documented training experience of administering AS/400's and four (4) years work experience using AS/400's; 5). references on previous contracts (commercial or government) where the instructor and contractor have performed specialized curriculum AS/400 training; 6). price.
