Harris (415) 427-1332 The project consists of providing all labor,
equipment, supervision, and material necessary to paint the John Muir
House, at John Muir National Historic Site, Martinez, California. The
building is a National Historic Landmark and requires attention to
historic detailing including exterior paint finishes, color, hue,
chroma, and reflectance, as well as craftsmanship and historic
character including tool markings and brushwork. Work of this contract
shall include preparation of surfaces for painting and application of
a three-coat paint system using a traditional brush application.
Surfaces to be painted include metal roofs and flashing, exterior walls
and trim, doors and windows. The work of this contract includes the
protection of all historic fabric, including landscaping. The work
under this contract also includes maintaining existing occupancy and
use of the John Muir House and John Muir National Historic Site during
the contract performance period. The John Muir House has been tested
for the presence of lead and has been found to contain lead
contaminated paint. Although this contract does not include lead
contaminated paint abatement, disturbance of existing paint by
scraping, sanding, cleaning or other mechanical contact may result in
disturbing lead contaminated paint or substrate. Contract duration is
45 calendar days. The price range is $100,000 to $250,000. This
procurement will result in a firm fixed-price contract. This
procurement is open to both large and small businesses. The Standard
Industrial Code (SIC) is 1721 and the annual size standard is $7.0
million. This procurement will be awarded to the responsible offeror
whose offer represents the "best value" to the Government. The best
value determination will be made on the basis of (1) quality and (2)
price. The Government will assess the quality of each offeror on the
basis of (1) its past performance; (2) its experience; and (3) its
qualifications and experience of key personnel. The Government
considers an offeror's quality to be approximately equal to its price.
THE SITE VISIT IS SCHEDULED ON AUGUST 16, 2000 AT 9:00AM WITH
PARTICIPANTS TO MEET AT THE VISITOR CENTER PARKING LOT. Requests for
the solicitation package shall be in writing stating Request for
Proposals No. N805000004, with complete name, address, and area code
and telephone number and facsimile number. Solicitation packages may be
personally acquired from the Contracting Office or be requested by mail
