This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; offers are being requested and a written solicitation will not be issued. This notice is being issued as a Request for Quotations (RFQ) for replacement of the existing aging 50 horsepower (hp) fire pumps in Buildings 1 and 45. The existing pumps are currently rated at 191 feet of head pressure and 500 gpm of water flow. Basically this means that in case of a fire in either building the water will reach the upper most portion of the building and aid in extinguishing the fire. These older pumps will be replaced with new 40 hp pumps rated at 200 feet of head pressure at 500 gpm of water flow. The piping and valves to both pumps are to be replaced with new piping and valves to extend from the inlet OS&Y valve, to the pump to the outlet OS&Y valve, and all in between. New gages and vents are included. The provisions and clauses in the RFQ are those in effect through FAC 97-18. The SIC code and the small business size standard for this procurement are 7389 and $5 M average annual receipts over three years, respectively. The offeror shall state in their offer their size status for this procurement. All qualified responsible business sources may submit an offer which shall be considered by the agency. The DPAS rating for this procurement is DO-C2. A site visit is scheduled for August 8, 2000, 10:00 A.M., Building 45, Room 747, Johnson Space Center. New gages and vents are also included. Wage Determination TX 000010 dated 06/02/2000 and Safety Requirements for Construction Contractor Safety Plan are also applicable. A twenty percent Bid Bond is required with each proposal. Performance and Payment Bonds are required from the successful offeror at the time of award. Technical acceptability will be determined by information submitted by the offeror providing a description in sufficient detail to show that the product offered meets the Government's requirements. Questions regarding this acquisition must be submitted in writing no later than Close of Business (COB), August 11, 2000, to Frances Davidson at 281-483-4176 or FAX 281-483-9741. Award will be based upon overall best value to the Government, with consideration given to the factors of proposed technical merits, price, and past performance; other critical requirements (i.e., delivery) if so stated in the solicitation will also be considered. Unless otherwise stated in the solicitation, for selection purposes, technical, price, and past performance are essentially equal in importance. It is critical that offerors provide adequate detail to allow evaluation of their offer. See FAR 52.212-1(b)).
