"Program Name: F-16 Common Configuration Implementation Program (CCIP)
Phase II. This update is submitted for purposes of updating the
Electronic Posting System (EPS). Response date is 1 August 2000. The
F-16 System Program Office (SPO) intends to issue an RFP for the
manufacture and production of Group A, Group B retrofit kits, initial
Group B spares, and support equipment for integration/retrofit of LINK
16 and JHMCS. This entire announcement may be found at
http://www.pixs.wpafb.af.mil/. Responses are due not later than 15 days
from the publication of this notice. This is a notice of contract
action. The F-16 System Program Office (SPO) anticipates a sole source
acquisition to Lockheed Martin Aeronautical Company (LM Aero), Ft
Worth, TX, to manufacture and produce Group A, Group B retrofit kits,
initial Group B spares, and support equipment for integration/retrofit
of LINK 16 and JHMCS capability on F-16 Block 50/52 aircraft. The
unique Link-16 (Multifunctional Information Distribution System Low
Volume Terminal -- MIDS LVT) and Joint Helmet Mounted Cueing System
(JHMCS) Group B will be procured through separate MIDS International
Program and JHMCS Program Office contracts, and therefore, is not a
part of this procurement. Installation/retrofit is planned at an Air
Force depot and will involve approximately 251 F-16 aircraft. The F-16
SPO is not able to provide tooling, facilities, or design and
fabrication drawings/data or a procurement data package for the effort.
Engineering development of the production kits is being accomplished
under separate contract. Group A program requirements to support LINK
16 and JHMCS retrofit include production/integration of the following:
crew station equipment, electronic cables/harnesses, environmental
cooling hardware, and installation hardware. Group B program
requirements to support LINK 16 and JHMCS retrofit include
production/integration of the following: (1) Electronic Horizontal
Situational Indicator (EHSI), (2) Radio Frequency Notch Filters and (3)
initial spares. Lockheed Martin Aeronautical Company (LM Aero), P.O.
Box 748, Fort Worth, TX 76101-0748 is the planned prime contractor for
this effort, pursuant to 10 U.S.C 2304 (c) (1). The LM Aero point of
contact is Mr. Robbie Collins, at (817) 777-2848. The contractors who
responded to the sources sought synopsis that was advertised in the
Commerce Business Daily on 28 Jan 2000 did not have the ability to meet
the requirement to integrate the F-16 aircraft with LINK 16 and JHMCS
capability. The F-16 SPO encourages interested subcontractors to
contact LM Aero for subcontract work related to the above described
