firm-fixed price requirements contract with basic and option periods
for the acquisition of replenishment spare parts for T56-7 and T56-15
engines. This requirement is in support of the United States Air Force
(USAF), the United States Navy (USN), Defense Logistics Agency (DLA),
and Foreign Military Sales (FMS). Representative items required

Offeror s product must meet a qualification requirement in order to be
eligible for award. Additional information about the qualification
requirement may be obtained from the contracting office. The original
manufacturer is Rolls-Royce Corporation (63005). Part numbers, size,
dimensions, or other form, fit or function descriptions, and
predominant material of manufacture information may be obtained from
the contracting office. Unit of issue is each . Destination is FOB
Origin. Delivery schedule requirements vary and additional information
may be obtained from the contracting office. Anticipated duration of
the contract period is twelve (12) years from date of award. Procedures
to be used in awarding this contract include FAR Part 12 and FAR Part
15. Anticipated award date is October 2000. The Government anticipates
soliciting and negotiating only one source as authorized by 10 USC
2304 (c)(1). The supplies required by the Government are only available
from one responsible source, Rolls-Royce Corporation (63005). All
responsible sources may submit a proposal which shall be considered by
the agency. The contracting office will accept requests for
solicitations via mail, facsimile machine, or e-mail. All potential
offerors should contact the buyer/PCO identified in this notice for
additional information and/or to communicate concerns, if any,
concerning this acquisition. If your concerns are not satisfied by the
contracting officer, an Ombudsman has been appointed to hear concerns
from offerors or potential offerors during the proposal development
phase of an acquisition. The Ombudsman does not diminish the authority
of the program director or Contracting Officer, but communicates
Contractor concerns, issues, disagreements, and recommendations to the
appropriate Government personnel. When requested, the Ombudsman shall
maintain strict confidentially as to the source of the concern. The
Ombudsman does not participate in the evaluation of proposals or in the
