Government intends to acquire a commercial item using FAR Part 12 and
the Simplified Acquisition Procedures set forth in FAR Part 13. This
notice is a combined synopsis/solicitation for commercial items
prepared in accordance with the format in FAR Subpart 12.6, as
supplemented with additional information included in this notice. This
announcement constitutes the only solicitation, which is issued as a
Request for Quotation (RFQ); quotes are shall be submitted using the
NASA on-line RFQ system. A written solicitation will not be issued. The
information required by FAR Subpart 12.6 is included in the on-line RFQ
linked above or it may be accessed at
http://procurement.nasa.gov/cgi-bin/EPS/bizops.cgi?gr=C&pin= . NASA/JSC
plans to acquire a CNC Turning Center which will be used by NASA White
Sands Test Facility (WSTF) to manufacture flight and non flight
hardware. Questions regarding this acquisition must be submitted in
writing (e-mail is acceptable) no later than 4:30 p.m. local time July
21, 2000. Prospective quoters shall notify this office of their intent
to submit a quotation. It is the quoter's responsibility to monitor
this site for the release of amendments (if any). Potential quoters
will be responsible for downloading their own copy of this notice, the
on-line RFQ and amendments (if any). Award will be based upon overall
best value to the Government, with consideration given to the factors
of proposed technical merits, price and past performance; other
critical requirements (i.e., delivery) if so stated in the RFQ will
also be considered. Unless otherwise stated in the solicitation, for
election purposes, technical, price and past performance are
essentially equal in importance. It is critical that offerors provide
adequate detail to allow evaluation of their offer (see FAR
52.212-1(b). An ombudsman has been appointed -- See NASA Specific Note
