The Air Armament Center, Eglin AFB, FL, intends to solicit and award a sole source firm fixed price contract to El Dorado Engineering Inc, 2984 West 4700 South, Suite 109, Salt Lake City, UT, (801) 966-8288. This award will be made under the Federal Acquisition Regulation (FAR) Part 12, Commercial Acquisition and FAR Part 13.5 Test program for certain commercial items. This is notification to interested parties. The solicitation number for this announcement is F08651-00-T-0148. This contract is to procure a burn kettle with a detachable fuel source capable of performing open burn thermal treatment operations on range residues containing reactive wastes and munitions ranging from small arms ammunition to 30mm non-high explosive rounds. The size limitation for the kettle must have a minimum of 250 pounds Net Explosive Weight (NEW) per hour. The unit and its installation must meet all applicable Occupational Safety and Health and Department of Defense policies and regulations for munitions management. Thecontractor will provide for the site modifications as determined in the initial site visit, the modifications to Florida Department of Environmental Protection (FDEP) hazardous waste permit #H046-286388, unit installation and an operational demonstration. The hazardous waste modifications will address the unit design, method of operation, and levels of emissions. The hazardous waste permit modification will be prepared by the contractor, coordinated through AAC/EMCW, and submitted to FDEP for approval prior to installation of the burn unit. The contractor will provide all items necessary to complete the installation of the unit. The burn kettle installation may be interrupted as Eglin AFB mission needs warrant. Delay time caused by mission interruptions will extend the completion date requirement an equal amount. Prior to acceptance the contractor must demonstrate successful thermal treatment operations for munitions used at Eglin AFB. Successful operation will include the loading, the firing, munitions burning capability, and the cleaning of the unit to meet safety and environmental requirements. This announcement constitutes the only Request For Quote (RFQ). A written RFQ will not be issued. The Standard Industrial Classification Code (SIC) for this acquisition is 3569 (500 employees).
