The Acquisition Management Department has a requirement to procure publishing services to produce "The Journal" newspaper for the National Naval Medical Center(NNMC), Bethesda, MD 20889-5600. This is a Commercial Enterprise (CE) newspaper as defined in OPNAV note 5720 and DODNINST 5120.4. CE newspapers are published at no cost to the government. All proceeds from the sale of advertisements and subscriptions for the NNMC newspaper shall go the Publisher, who agrees to bear all costs and expenses. The publisher shall provide a minimum of 48 weekly issues of the NNMC newspaper in each calendar year. The publisher shall furnish no later than 8 a.m. of each respective publication date a minimum of 8,500 copies of the NNMC newspaper. Since cost is not an evaluation factor, we will be evaluating proposals based on (a) past performance; (b) contractor's description of: convenience of coordination arrangements, plans for computer upgrades; paper stock and trimming; (c) compatibility of software used; (d) quality of photography and number of multi-color photographs; (e) ability to meet delivery requirements for locations at NNMC and other selected locations; (f) quality and type of hardware provided; (g) variety of type fonts; (h) consistency of product. This contract will consist of one (1) base year and two 24-month option periods totaling five (5) years. The anticipated release date of the solicitation is 1 August 2000.
