Engineers is requesting proposals for a contracted study to determine
whether aerial/satellite imaging, mapping, and interpretive services
can produce data products which accurately characterize out-of-stream
water withdrawals occurring at the Yamhill River basin, Oregon. The
Corps and its partner Oregon Water Resources Department (OWRD) are
interested in determining if this remote technology can produce this
type of resource information on a more widespread and cost effective
basis than available through traditional on-the-ground field
observations and monitoring methods. In order to be applied as a
management tool, it is critical that any products, services, and
innovations of this study provide a level of coverage, local accuracy
and site detail that is comparable to that currently available through
those ground based methods. A contract will be awarded to produce
remote sensing images, image interpretations, mapping, data
development, and GIS services over as wide an area within the basin as
necessary to reliably make this determination. It is required that
images used to generate this data and characterizations of water uses
reflect the year 2000 peak agricultural irrigation season, which occurs
between late July and early September. Services which may be used to
complete this study could include any of the following:
aerial/satellite image collection, ground surveys and field
reconnaissance, photogrammetric mapping, interpretation services, GIS
development, data product output, and consultation. An awarded
contractor may sub-contract very specialized services required to
complete the work (i.e. flying services). Data products delivered under
this contract must be compatible with the conventional geographical
systems, technological tools and data management methods used by the
OWRD. The data products and results of this study must be delivered to
the Corps not later than December 31, 2000. Proposals will describe
how a contractor's study would be organized, its methods, products, and
potential applicability. This procurement is being solicited as
UNRESTRICTED. Any firm capable of performing the services described are
encouraged to obtain a solicitation package and submit a proposal.
Solicitation packages will be available on or about 31 July 2000.
