The Coastal Systems Station, Dahlgren Division, NSWC, Panama City, FL 32407-7001 intends to solicit proposals for an assessment as to whether designated assemblies of the QUICKSTRIKE Mines Mk 62 Mod 3, Mine Mk 63 Mod 3, and Mine Mk 65 Mod 3 can be produced now and up to five years into the future. The assemblies are the Target Detecting Device (TDD) Mk 71 Mod 0, the Programmer Mk 11 Mod 0, the Program Memory Cartridge Mk 221 and the Test Set Mk 650 Mod 0. These assemblies were designed by industry under NAVSEA Contract N00024-89-C-6074. The designs were approved for service use in 1995, but not produced. The Navy's primary concern is the loss of a source of supply of key components, especially integrated circuits. The loss of supply for components of the TDD Mk 71 is of special concern, as components of the TDD Mk 71 must withstand extreme environments. The Navy has expended considerable resources in assessing performance of the TDD Mk 71 and the other designated assemblies through rigorous laboratory and field-testing. Since the given assemblies work as part of a system, the inability to acquire a key component can make the system untenable. Therefore, the Navy seeks evidence regarding the ability to acquire the key components now and for 5 years into the future. As risk mitigation against loss of supply, the Navy seeks at least two sources of supply for each key component. If the Contractor determines one or more key components are unproducible, the Contractor is to provide analysis of alternatives for accommodating loss of the part. The Contractor is requested to provide design recommendations for changes to specific circuits. Producibility issues relating to fit, manufacturing processes, drafting standards, and drawing formats are not part of this review. Also, reviewing and verifying the software used by any of the designated subassemblies are not part of the review. The period of performance for this contract will be 150 days from date of award. A full and open competition contract is anticipated. Final report(s) will be delivered to the Coastal Systems Station, Panama City, FL. Telephone requests will not be accepted.
