The Naval Sea Systems Command (NAVSEA) intends to issue orders on a multiple occasion over the period of the Basic Ordering Agreement with EDO Corporation, Norfolk, VA. Orders will be issued for Engineering Change Kits, Overhaul, Repair, Maintenance Support Material, Installation and Checkout Materials (INCOs), and Engineering Services for the Command, Control, Communication, Computer Intelligence (C4I) Systems. Orders will be issued pursuant to 10 U.S.C. 2304 (1). EDO Corporation is the only known company that currently possesses the in-depth technical knowledge of the equipment; required to satisfactorily perform the work under the orders contemplated herein. No other source has the technical qualification and necessary resources to perform the work described herein, nor will any other supplies or services satisfy the Navy's requirements.
