Contract Specialist (804) 734-4575 DESC: Subject acquisition is a
combine Synopsis/Solicitation for commercial items prepared in
accordance with the format in the Federal Acquisition Regulation (FAR)
Subpart 12.6 as supplemented with additional information included in
this notice. This announcement constitutes the only Solicitation;
proposals are being requested and a written solicitation will not be
issued. Solicitation number for this acquisition is DABT59-00-R-1015,
and is being issued as a Request For Proposal (RFP). Subject
acquisition is an Unrestricted, requirement, and will be issued Full
and Open Competition. Standard Industrial Classification Code (SIC) is
8748, and the small business size standard is $5 million. All
responsible sources may submit a proposal which, if timely received,
shall be considered by the Government. Subject solicitation is to be
issued July 14, 2000 and close 09 August, 2000. All proposals should be
completed and submitted to this office on this date. Contemplation of
Award will be made on or before 21 August 2000; contract is for a
period of one year. Subject publication contain narrative analysis,
criticism or evaluation of current legal issues, case laws and statutes
that are organized and indexed for research. The Proposal shall include
the following information to be considered: CLIN 0001: Internet Service
Providing Legal Research materials listed on attached sheet. Detailed
description of Services: Firm Fixed Price contract for 136 passwords to
be distributed to approximately 68 army law library sites to
electronically access the following legal commercial legal research
publications: (a.) Primary and secondarysource information which can be
searched at the same time or searches can be performed by topic area
all from the same site; (b.) Interactive contract and fiscal law forms
enabling users to fill in forms on-screen and print completed
documents for filing; (c.) Court cases that are organized and presented
in hierarchical order, and headnotes that are back-referenced to other
cases on point; (d.) Weekly updates to Federal Acquisition Regulation
(FAR) and agency regulations, bimonthly updates to cases, monthly
updates to Cost Accounting Standards, (CAS), QUARTERLY updates to FAR
Archives; (e.) Training and /or tele-training and enhanced customer
service; (f.) Integrated view of the major sources of law related to
government contracting: i.e. FAR, Department of Defense Federal
Acquisition Regulations (DFAR) and other military and major civilian
agency FAR Supplements in full text, and provides fully annotated,
plain language explanations reflecting relevant US Supreme Court of
Appeals, Federal Court of Claims, and Comptroller General Decisions and
Digests of all decisions of the Boards of Contract Appeals; (g.)
Pertinent regulations, directives with their amendments, along with
applicable statutes and executive orders, OMB circulars OFPP policy
letters and others are organized by government agency; (h.) Full text
decisions, digests and citatory and case tables for all contracts
appeal boards from July 1956 forward. (i.) Cost Accounting Standards
(CAS) Board regulations and case law with detailed authoritative
analysis explaining decisions that courts and boards have issued on CAS
disputes, including the regulations of the CAS Board, pertinent
portions of the Federal Acquisition Regulation (FAR), supplemental
regulations of relevant agencies, and relevant sections of the DCAA
Manual. Opinions and interpretations issued by the Boards of Contract
Appeals and other courts relevant to Cost Accounting Standards; (j.)
Ability to access every version of every section of the Federal
Acquisition Regulation dating back its inception in 1984 plus many
military and civilian agency supplements to the basic regulations; (k.)
Ability to compare FAR documents/clauses by simultaneously searching
the current FAR against the FAR Archives. The solicitation document and
incorporated provisions and clauses are those in effect through Federal
Acquisition Circular 97-17. The provisions at FAR 52.212-1,
Instructions to Offers Commercial Items and Far 52.212-2, Evaluation
Commercial Items shall apply. The Government will award a contract
resulting from this solicitation to the responsible offeror's whose
offer conforming to the solicitation will be most advantageous to the
government, price and other factors considered. The following factors
shall be used to evaluate offers: Price, technical and past
performances. In order to facilitate the Government's technical
evaluation process, offerors are required to submit written technical
preposals that demonstrate the performance capabilities of their
products and services. To evaluate past performancethe offerors shall
provide names, contact points, and telephone number of three (3)
commercial or government customers that are currently using the items
being offered. Offerors shall include a completed copy of the provision
at FAR 52-212-3, "Offeror Representations and Certifications Commercial
Items", with their offer. The provision at FAR 52.212-4, "Contract
Terms and Conditions Commercial Items", apply to this acquisition. The
provision at FAR 52.212-5, "Contract Terms and Conditions Required to
Implement Statutes or Executive Orders -- Commercial Items", and the
following checked Subparagraphs (b), (1),(5), (6), (8), (11), (12),
(13), (14), (15), (16), (22), apply to this acquisition and are hereby
incorporated by reference. DFARS Clauses 252.212-7001, "Contract Terms
and Conditions Required to Implement Statutes or Executive Orders
Applicable to Defense Acquisitions of Commercial Items", 252.225-7012
"Preference for Certain Domestic Commodities", 252.227-7015, "Technical
Data Commercial Items", add Addendum 252.204-7004, "Required Central
Contractor registration". Contract Award: (a.) The Government may award
a contract resulting from this solicitation to the responsible offer
whose offer conforming to the solicitation will be most advantageous to
the Government, cost or price and other factors considered. (b) The
Government may reject any or all offers based on the following: (1)
Reject any or all offers if such actions do not conform to the items
that are being required. (2) Accept other than the lowest offer, and
(3) Waive informalities and minor irregularities in offers received.
(c) The Government may award a contract on the basis of initial offers
received, without discussions. Therefore, each initial offeror should
contain the offer's best terms from a cost or price and technical
standpoint. All offerors are required to submit one original and one
copy of the Technical Proposal; one original and one copy of the
Cost/Price Proposal. Offers not in possession of the above referenced
clauses in full text may obtain them at http://acqnet.sarda.mil.
Responses to this solicitation are due in accordance with subj. above
4:00pm. 9 August 2000, and mailed as stated previously, to The

your proposal. Offers must be in writing, offers via Fax will not be
accepted. Potential offerors must be registered in the Central
