NASA/ARC plans to issue a Request for Quotation (RFQ) for a multi-year preventative maintenance service contract for a JEOL 2000FX Electron Microscope and Scanning Device. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). NASA/ARC intends to purchase the items from JEOL USA, Inc., under the authority of FAR 13.106-1(b)(1). The microscope and scanning device are proprietary to JEOL USA, Inc., and servicable by the manufacturer (JEOL) only. The Government intends to acquire a commercial service using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on July 24, 2000. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the government.
