Aircraft Division, Code 4.5.8.3, St. Inigoes, MD has identified an
anticipated requirement for engineering and technical support services
to support the Shipboard Exterior Communication Integration Technology
Branch (4.5.8.3). The development and acquisition of U.S. Naval vessels
are under the control and direction of Naval Sea Systems Command
(NAVSEA). The development, procurement, testing, and integration of
electronic systems that meet the requirements of the Navy operating
forces are the responsibility of Commander, Space and Naval Warfare
Systems Command (SPAWAR). In support of the Program Executive Officer
for Theater Surface Combatants (PEO TSC) NAVSEA, SPAWAR, and the Naval
Air Warfare Center Aircraft Division (NAWCAD) have been tasked to
procure and support radio communication systems (RCS) for ships of the
U.S. Navy including AEGIS destroyers and cruisers, amphibious assault
ships, aircraft carriers, and other surface combatant and sealift
ships. NAWCAD is tasked to perform engineering, technical, and
logistics support services to deliver fully integrated and tested radio
communication systems for shipboard installation. This anticipated
requirement will provide for support to NAWCAD in the development,
procurement, integration, testing, installation, and certification of
shipboard communication systems; the development and integration of
like systems at shore sites associated with the deployment of or fleet
support to surface combatants; and the development, testing, and
integration of mobile and airborne communication systems designed to
interface with the command, control, communication, computers and
intelligence (C4I) architecture of surface combatants. Receipt,
inspection, integration, and testing of the equipment will normally
take place at the Satellite Production Test Center (SPTC), NAWCAD
Patuxent River, Webster Field Annex, St. Inigoes, MD, but may occur at
the contractor's facility or at other Government facilities. With
regard specifically to the DDG 51Class ships the contractor will
deliver the fully integrated and tested RCS to NAWCAD and then prepare
the RCS for shipment. A shipbuilder will install the RCS on board the
ship as government furnished equipment (GFE). The contractor shall
provide support to the shipbuilder until Ship's Custody Transfer.
Post-installation and on-the-job training (OJT) for the ship's crew
after custody transfer are also provided under the terms of this
requirement. Initial work will support the RCS for one AEGIS destroyer
or comparable ship. Options are included for services to support an
additional fifteen (15) Navy surface combatants. Engineering,
integration, testing, and management services shall include tasking as
follows: 1) Engineering Services, 2) Systems Engineering, 3) Design
Engineering, 4) Technical Data and Documentation, 5) Integrated
Logistics Support (ILS) Management, 5) Hardware Procurement and
Logistics Support, 6) Assembly, Test and Verification, 7) Program
Management, 8) Configuration Management, 9) SPTCInstallation, 10) Test
Documentation, 11) Equipment Maintenance, 12) Integrated Engineering,
13) SPTC Testing, 14) Equipment Delivery to the Ship, 15) Support
During Shipboard Installation, 16) Program Documentation, 17) Support
Services, and 18) Shipyard On-Site Support (not all inclusive). These
services are required to ensure that the individual equipment and
subsystems of the RCS operate within Ship Specification parameters when
assembled into a total communications system. These services may be
performed at contractor facilities, at government facilities, or on
board ship. This full and open competitive requirement is anticipated
to be a Cost-Plus-Fixed-Fee (CPFF) contract, with an estimated total
level of effort of 2,733,000 man-hours over a period of eight (8)
years. The period of performance consists of a base period beginning 02
January 2001, with options which if exercised by the Government will
extend the period of performance of the resultant contract through 01
January 2009. This action is a follow-on to contract N00140-94-C-AC72,
and the incumbent contractor is BAE Systems Applied Technologies,
Inc., 1601 Research Blvd., Rockville, MD 20850-3173. All potential
offerors must either have or be able to obtain a TOP SECRET facility
clearance. It is the Government's intention to release the Request for
Proposal (RFP), including any subsequent amendments via the Internet
in Microsoft Word format, with some attachments perhaps to be provided
in Microsoft Excel and Portable Document Format. The RFP will reside
on the NAVAIR Home Page located on the World Wide Web (WWW). The WWW
server may be accessed using client browsers such as NETCSCAPE, and
Microsoft Internet Explorer. The WWW address, or URL for the NAVAIR

located under the Business Opportunity heading. In addition to making
the solicitation available for downloading via the Internet site, this
office will also E-mail a notification of release of the solicitation
and any subsequentamendments to all prospective offerors that submit
