Contracting Officer, (301) 443-1156 The Substance Abuse and Mental
Health Services Administration (SAMHSA), Office of the Administrator,
is proposing to award a sole source contract to the National
Association of State Alcohol and Drug Abuse Directors (NASADAD), 444
North Capitol Street NW, Washington DC 20001, for Management Support
Services for the Governors' Spouses under the Leadership Initiative to
Keep Children Alcohol Free. The purpose of the Initiative is to
prevent underage drinking among children ages 9-15. The primary task
requirements include: (1) Brokering technical assistance and providing
information to the Governors' Spouses to design, initiate, implement
and maintain underage drinking activities and develop and apply a
brokering strategy detailing how and what kinds of assistance would be
offered in support of the Initiative; (2) Compiling, organizing and
presenting to the Governors' Spouses national, regional and local
information currently available to address underage drinking for the
diverse population groups within the respective Governors' Spouses'
states; (3) Securing state leaders, such as the State Alcohol and Drug
Abuse Authorities (SADAA's), to collaborate with the Governors'
Spouses to assist in the design, implementation and sustainment of
activities as selected by the Governors' Spouses; and (4) Organizing
and supporting a Steering Committee to provide relevant input and
guidance. The statutory authority to proceed on an other than full and
open competitive basis is 10 USC 2304(C)(1), as implemented by Federal
Acquisition Regulation (FAR) 6.302-1(a)(2)(iii) only one responsible
source and no other supplies or services will satisfy Agency
requirements. This requirement is determined to be available from only
one source because of the unique features of the required services and
the capabilities of the selected source to provide those services.
NASADAD is uniquely qualified to conduct the above requirements, as
their membership is comprised of representatives from fifty-six (56)
officially designated SADAA's, as created under Public Laws 91-616 and
92-255. NASADAD is the only National organization representing all
SADAA's, and these SADAA's will provide the primary assistance in
brokering technical assistance to the Governors' Spouses. NASADAD's
special relationship with the states, with treatment and prevention
programs, and other collegial national organizations creates an
organization network capacity which is unique in its ability to secure
alcohol experts, consultants, program identification, best practices
and additional resources. It is the intent of SAMHSA to award a
Time-and-Materials (T&M) type contract, with a performance period
consisting of a base-year and two (2) option years. See Numbered Note
