The Coastal Systems Station, Dahlgren Division, Naval Surface Warfare Center, intends to award a sole source contract to AAI Engineering Support Incorporated (AAI) of Hunt Valley, MD to provide services required for hardware and software maintenance of the Multi-Warfare System Evaluation (MWSE). The MWSE system is composed of multi CPUs linked together to perform this simulation. These links and links to the analog acoustic signal synthesis equipment are through the use of custom built, one-of-a-kind interfaces. Custom built, one-of-a-kind analog acoustic signal synthesis equipment, which is used to generate time varying voltage signals representing the transducer outputs of weapon/countermeasure systems, consists of the following equipment: 28 beam forming modules, 109 acoustic paths, 69 voltage controlled oscillators, 42 phaser drivers, 56 relative angle computers, 96 pulse generators, 20 modulator digital oscillators, 48 beam attention cards, and 38 noise generators. All this equipment requires daily testing and all have necessary calibration needs and procedures. These acoustic modules are over thirty (30) years old and require extensive, first-hand knowledge to calibrate and maintain. Very few, if any, of the main components for these modules are available from the original equipment manufacturers, thus parts must be specifically made or manufactured for this equipment. Since there are no remedial maintenance manuals available for the hardware, the only troubleshooting processes are those developed by AAI in integrating these systems since 1968. Additionally, a large part of the maintenance hardware is proprietary to AAI (specifically the acoustic equipments which are mandatory when testing various mine and other weapon systems and countermeasures). Thus, the only company that can reasonably provide these services is AAI. A Base year and four options of one year each are required. see Note 22 Posted 07/14/00 (W-SN475143). (0196)
