Only. There is no solicitation available at this time. Requests for a
solicitation will not receive a response. Contract Information: It is
anticipated that a Firm Fixed Price, Indefinite Delivery, Service
Contract with provision for Option Periods will be awarded. Project
Description: The US Army Corps of Engineers Rock Island District
currently maintains 15 suspended sediment stations and an estimated 40
water level gaging stations along rivers and streams in Wisconsin,
Illinois, Iowa and Missouri. The goal in operating these observation
stations is to obtain daily readings of suspended sediment
concentration and water level stage to help the Rock Island District
understand current river conditions and predict future trends. The
suspended sediment stations monitor the amount of suspended sediment
flowing through the stream at any particular time. The large database
of this information is a useful tool in project planning. The stage
gaging stations monitor the surface elevation of the stream and help
river and reservoir regulation. The well gaging stations monitor the
ground water level. Specific Objective: To maintain the existing
observer networks of the Rock Island District. The network is divided
into three parts: daily suspended sediment sampling, daily water level
readings, and quarterly water level readings. Duties shall include
employing observers; providing all necessary supplies and training for
the observers in accordance with the Rock Island District's
specifications; collecting sediment samples and delivering them to a
laboratory; and maintaining the stations. The Rock Island District must
receive data sheets from all daily stations on a monthly basis. The
gaging stations that are located on the reservoirs phone in their data
a few times a week, and several of the well gaging stations are
monitored quarterly. 1. Items To be Provided to the awarded contractor:
 Example data sheets for observers' data recording. 
All major equipmentfor the stations as needed: suspended sediment
samplers, reel, box, gage, wire, bottles, etc.  Training and
specification manuals.  Current list of station locations,
observers and corresponding sampling schedules.  Quarterly work
items detailing the work needed for that specific quarter. 
Additional work items on an as needed basis. 2. Work required from the
awarded Contractor: Suspended Sediment Sampling  Conditions
permitting, daily data from all stations. See observer instruction
manual for conditions that may exclude sampling. Data sheets shall be
mailed directly to the Rock Island District by the 3rd day following
the sampling month.  Twice daily data from suspended sediment
stations during flood events.  Collection of filled suspended
sediment bottles from observers and drop off of new bottles five times
per year.  Delivery of filled bottles to USGS lab in Iowa City
five times per year.  Generalmaintenance of all stations. This
includes painting; replacement of hinges, locks and clasps; and
replacement of frayed cables.  In the event that emergency
repairs are required the contractor must be able to perform the repair
within 48 hours of notification.  Upon written notice from the
Contraction Officer Representative (COR) the contractor shall take all
necessary steps to hire a new observer for any new stations or notify
an observer of the termination of a station. This must be done within
4 weeks of the notice. Daily Water Level Gage Reading 
Conditions permitting, daily data from all stations excluding the
reservoir stations. See observer instruction manual for conditions that
may exclude sampling. Data sheets shall be mailed directly to the Rock
Island District by the 3rd day following the sampling month. 
Phoned in data from reservoir gaging stations and from specific gaging
stations during large events (see manual for more details). 
General maintenance of all stations. This includes painting;
replacement of hinges, locks and clasps; and replacement of frayed
cables.  In the event that emergency repairs are required the
contractor must be able to perform the repair within 48 hours of
notification. Quarterly Water Level Gage Readings  Each quarter
a trip shall be made to an estimated 40 ground water level gaging
stations and readings taken. Data shall be mailed directly to the Rock
Island District  General maintenance of all stations. This
includes painting; replacement of hinges, locks and clasps; and
replacement of frayed cables.  In the event that emergency
repairs are required the contractor must be able to perform the repair
within 48 hours of notification. Interested sources should provide the
experience they have in performing this type of work, management of
this type of contract and experience in performing the requirements.
Interested sources should provide this information within 15 days of
publication of this notice. In addition to the information requested
above, a letter of interest should include and address the following:
(1) total number of employees, (3) ownership, year firm established,
(4) names of two principles to contact, including title and telephone
numbers and (5) include previous experience. This synopsis is for

based upon the responses received. Any information provided is
voluntary. The Government will not pay for any information that is
