COMMERCE BUSINESS DAILY ISSUE OF JULY 18,2000 PSA#2644 NOTICE OF INTENT TO AWARD A SOLE SOURCE GRANT. The National Oceanic and
Atmospheric Administration (NOAA) intends to award a sole source grant
to South Carolina Sea Grant Consortium. Title l5 of the Commerce and
Foreign Trade Act, Chapter IX, Part 917 (the Act) authorizes NOAA to
provide grants to the National Sea Grant Program. NOAA may provide
funding to Sea Grant programs that respond to specific national needs
and problems relative to coastal and ocean resources that are
identified by the NOAA Administrator. Basic provisions in Chapter IX,
Part 917.l, Item J of the Act, list education and training as two of
the four critical elements applicable to Sea Grant Program activities.
Although the proposed project from the Consortium falls outside of
NOAA's Coastal Services Center's Broad Area Announcement competitive
program, this type of work will help meet the National Ocean Service's
(NOS) coastal stewardship mission. By helping to reduce the costs and
risks associated with coastal hazards, the proposed project will help
NOS meet one of its five primary goals: Coastal Hazards -- Reduce the
costs and risks to people, the economy, and natural resources
associated with natural and human-induced hazards, including climate
change. The Consortium has already received national attention for its
coastal hazards-related projects. The Consortium will provide the
necessary technical expertise to help establish the facility at 113
Calhoun Street, Charleston, SC as a national model for providing
education and outreach on coastal hazards mitigation at the local level
throughout the Atlantic coastal U.S. region. The Consortium is uniquely
situated to receive these funds for establishing the operational and
management functions of 113 Calhoun Street. This project is an
innovative education and outreach facility that helps promote hazard
mitigation. Interested persons must identify their interest and
capability to respond to the requirement within 15 days of this notice.
This notice of intent is not a request for competitive proposals. A
determination by the Government not to compete this proposed grant
based on responses to this notice is solely within the discretion of
the Government. Information received will normally be considered solely
for the purpose of determining whether to conduct a competitive action.
Evidence must be provided of the ability to provide the required
services. No grant award will be made on the basis of proposals
received in response to this notice since this synopsis cannot be
considered a Request for Proposal. All potential offerors should
