SATRA WHOLE SHOE FLEX TESTING MACHINE The U.S. Army Materiel Command Acquisition Center, Natick Contracting Division, Natick, MA 01760 intends to negotiate and award a Firm-Fixed-Price Purchase order on a sole source basis to SATRA Technology Center in accordance with Federal Acquisition Regulation Part 6.302-1 -- Only one responsible source and no other supplies or services will satisfy agency requirements. SATRA Technology Center is internationally recognized as the leader in footwear technology and the US Department of Defense has adopted their standards of testing. The Soldier System Center, Natick, MA must be able to test to the exact standards using the same exact machinery that other countries and other military services utilize in order to determine the efficacy of current technology in footwear. With the standardization to SATRA Methods and Machinery, it is imperative that the Soldier Systems Center is able to test to the same standard that has been imposed on the Government's contractors for footwear to verify and confirm testdata and results thereof. The SATRA machine is capable and will measure, waterproofness of boots with a conditioning flex machine, measure the heat conductivity of footwear, dynamic stiffness tester, exerts the force required for forefoot flexion, a chart recorder and strain gauge to measure results and other flexing machinery adapters to properly measure and test footwear under all conditions and uses. SATRA is the only company known to have this exact machinery. The timeframe for this notice has been reduced from 45 days to 20 days due to the requirement placed upon the Soldier Systems Command to test footwear in conjunction with upcoming field testing that will be occurring in August -- September 2000.
