constitutes the only solicitation; proposals are being requested and a

Training Instructor Services (Microsoft Certified Technical Education)
The supplier shall furnish the supplies described herein, beginning on
1 Sep 00 until 31 Aug 01. Please quote an additional option year price
for these services for the dates of 1 Sep 01 to 31 Aug 02. All
deliveries against this contract shall comply with the terms and
conditions of this contract and statement of work. 1.0 INTRODUCTION:
1.1 Organization. Davis-Monthan AFB is responsible for a variety of
operational and management functions dealing with US national security.
All work is to be performed at Davis-Monthan AFB, AZ. 1.2 Background
and objective. The 355th Communications Squadron is responsible for the
overall management, planning, development, deployment, operation,
maintenance, coordination, and evaluation of INS technology programs
and activities at Davis-Monthan AFB. The 355 CS/SCB (Information
Systems Flight) contemplates a variety of training initiatives the
contractor will be required to support with minimal advance warning.
The 355 CS/SCB will provide the contractor new training initiatives, as
required, incorporated via bilateral modification, issued by
355CONS/LGCS, for each subsequent task anticipated. 1.3 Technical
services: The following services will be required: A+ Certification,
FrontPage 98/2000, Networking Essentials, Custom System Administration
and TCP/IP. All work will be in accordance with this contract,
statement of work and Task Order (Appendix A to the statement of work).
1.3.1. Hardware: Davis-Monthan AFB uses for computer networking:
telecommunications equipment, video streaming, and video
teleconferencing equipment to include, but not limited to PCs, cabling,
Routers, Hubs, Ethernet Switches, ATM Switches and Bridges. 1.3.2.
Software: Davis-Monthan AFB uses other computer software to include,
but not limited to, Commercial-Off-The-Shelf (COTS) procurements, as
well as occasional customized software designed specifically to assist
in meeting the mission. 1.4. Performance: Work is to be accomplished
for Davis-Monthan AFB through this contract. Certification by the
Government of satisfactory services provided is contingent upon the
contractor performing in accordance with the terms and conditions of
this contract. Normally the Government Program Manager will meet at the
conclusion of each eight hour work day to review performance and
inspect work. Scheduled work will cover an eight hour duration, five
days per week for class instruction, against the task order in Appendix
A of the Statement Of Work. Class size will not exceed 12 students. 2.
TECHNICAL REQUIREMENTS: 2.1 Task Description: Services will be
requested and controlled by means of specific objectives, deliverables,
and constraints in accordance with task order in Appendix A. The
contractor will be responsible for delivering all end items specified.
The following items are deliverables which fall within the scope of
this contract and which are illustrative of the type of work the
government expects to order. 2.2 Reports: Classroom progress reports
will be generated by the Instructor to track accomplishment of the task
order as requested by the Government Project Manager. 2.3 Criteria for
Acceptance: Specific criteria for acceptance will be finalized by a
signed government DD Form 250 for all workdays performed during the
previous month. 2.4 Expertise: The contractor is responsible for
expertise in the following areas: 2.4.1. Computer Skills. Contractor
must possess skill in the area of hardware/software systems as
specified in paragraph 1.3 of this SOW. 2.4.2. Functional Skills:
Contractor must be capable of working independently and with
demonstrated working knowledge of the network hardware and software
component types noted in paragraph 1.3 of this SOW. Contractor must be
familiar with policies and procedures, as well as have working
knowledge of the non-computer effort, required in paragraph 2.2 of this
SOW. 2.4.3. Hardware/Languages: Experience in the hardware/software as
indicated in paragraph 1.3 in the SOW. 2.4.4. Key Personnel: The
contractor must provide the resume of all individuals to perform work
under this contract. NOTE: Once approved, personnel may not be removed
from the task without the express written approval of the Government
Program Manager. 2.5. Materials. Classroom materials are to be provided
on a one-time basis and determined by instructor for appropriateness of
instruction (12 sets of materials) for each course taught. Materials
will be reused as necessary for subsequent classroom instruction. All
materials provided will remain the sole property of Davis-Monthan AFB.
3. GOVERNMENT FURNISHED RESOURCES: 3.1 General. The contractor must
specify in writing to the Government Program Manager the type and
amount of any government resources, excluding those listed below. The
following resources will be provided by the Government. Facilities,
Supplies, and Services. Lab space, computer equipment/time, telephone,
and limited reproduction facilities as required. Classroom computer
equipment includes 13 Pentium-III/700 PCs with 128MB RAM, 20GB hard
drives on a private network with 2 Compaq ML350/733 servers. 3.1.1.1
White board, projection screen, and computer projection system attached
to the instructor workstation. 3.1.2. Information. The following
information will be provided by the Government:3.1.3. Initial
familiarization/orientation. Standard Operational Procedures will be
available to the contractor at the place of performance.4.
ADMINISTRATIVE CONSIDERATIONS:4.1. Points of contact will be provided
upon award. 4.2. Place of Performance. Work is to be performed at
Building 1358 at Davis-Monthan AFB, AZ. 4.3. Hours of Work. The
contractor is expected to typically work five days per week during
course instruction. All workdays will be in eight hour increments
against this contract IAW the SOW and Appendix. Contractor personnel
are expected to conform to the normal operating hours of the 355th
Communications Squadron (0730 to 1630). 4.3.1 Classes will be scheduled
on an annual basis. Schedules will be finalized within 10 working days
of contract award.4.4. Travel and Training. No Government provided
travel or training is authorized.4.5. Privacy and Security.4.5.1.
Clearances. No security clearance is required. 4.5.2. Privacy Act. Work
on this project requires personnel have access to Privacy Act
Information. Personnel shall adhere to the Privacy Act, Title 5 of the
U.S. Code, Section 552a and applicable agency rules and regulations.
4.6. Personal Service. The Government has determined the use of this
contract to satisfy this requirement is in the best interest of the
Government, economic and other factors considered. This contract is not
being used to procure personal services prohibited by the Federal
Acquisition Regulation (FAR) Part 37.104 titled _Personal services
contract__5. SPECIAL INSTRUCTIONS:5.1. General. All documents specified
below are submitted on an as requested basis.5.2. Staffing. Resumes of
personnel must be provided to the Government Project Manager for
review prior to the individual performing work against this contract.
The resumes shall indicate which expertise requirement(s) of paragraph
2.4 are being met by the individual(s). Personnel shall not be removed
from thetask without the express written approval of the Government
Program Manager. APPENDIX A:TASK ORDER: Instruction of A+ and FrontPage
2000, Networking Essentials, System Administration and
TCP/IP.BACKGROUND; Contractor will provide technical expertise and
instruction within the ACC mandated Microsoft NT platform. Contractor
will further have demonstrated knowledge of DNS, DHCP, WINS, NTFS,
Windows 95/98, and familiarity with the Windows 2000 operating system.
DISCUSSION; The project is divided into four phases with flexibility
for each. If for any reason a deviation is necessary for the greater
needs of the Air Force and/or the contractor, an agreement will be
reached by both parties. On weeks where instruction does not go five
days, the instructor will be on-site, in classroom, for open lab. 2.1
Phase I: Plan, design and instruct 20 Computer Technology Industry
Association approved four day A+ Certification and an industry
recognized 1 day FrontPage 2000 classes. These two classes will always
be taught in a single 5-day class week.Phase II: Plan, design and
instruct five Microsoft official curriculum Networking Essentials
classes, course # 578.2.3. Phase III: Plan, design and instruct three
Microsoft official curriculum System Administration, Course (Windows NT
4.0) classes course # 803. 2.5. Phase IV: Plan, design and instruct two
Microsoft official curriculum TCP/IP classes, course # 688. Posted
