This is a combined synopsis/solicitation for commercial item prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The request for quotation number is 140CC770 and incorporates provisions and clauses in effect through Federal Acquisition Circular 97-18. The contract will be awarded based on the total per day charge. The National Data Buoy Center, Stennis Space Center, MS intends to contract for buoy transportation, deployment and recovery as follows -- Operations Plan: The plan is to have the contracted vessel and crew transit from their home port to arrive at Stennis Space Center on or about 15 August, 2000(NDBC representative will coordinate schedule with vessel Captain or designated company representative) and load a quantity of three(3) 3-meter buoys(approx. weight-3400 lbs each) with moorings and associated equipment/personnel. Then to transit from SSC to NDBC stations 42007(30.1N/88.78W), and 42040(29.21N/88.20W) to exchange buoys at those stations, and to a location at 29.83N/88.1W to deploy a buoy and establish a new station (all station locations are approximate and will be more specifically coordinated through the NDBC representative during pre-deployment planning). After successful completion, the vessel will return NDBC/Government personnel, and unload two buoys taken from stations 42007 and 42040 and other NDBC tools and equipment at SSC to complete the mission. NDBC will provide experienced mechanical and electrical technicians, and one Coast Guard operations specialist to do "buoy specific work", to provide technical liason/assistance, to conduct a pre-deployment briefing/training to the crew, and provide minor assistance to the vessels crew during deployment/exchange operations. The vessel's crew is expected to be capable of, and to conduct all deployment/exchange operations. The following are minimum requirements for the vessel: meets all US Coast Guard requirements for 300nm plus offshore certification; precision positioning capabilities to within 100 meters; clear deck space 20ft. X 75ft., and or capable of carrying and deploying/exchanging three 3-meter discus buoys and associated mooring hardware; mobile or stationary crane with a minimum extended working capacity capable of safely moving, mooring, exchanging NDBC's 3-meter buoys(buoy and mooring about 6,000 lb). The reach and carrying capacity of the crane will be sufficient to allow adequate lift and clearance(both vertical and horizontal along side of the ship) while handling buoys and mooring equipment during a deployment or exchange operation.; the vessel shall have sufficient pad-eyes or hold downs on deck, or the ability to install sufficient hold-down points to accomodate safe tie-down of three 3-meter buoys and moorings, and to accomodate safe restraint of mooring equipment and buoy during deployment or exchange operations; small boat to assist in holding the deployed/exchanged buoys clear of hazards while lifting NDBC buoys during an exchange or deployment. It shall also be capable of carrying two technicians and approximately 200lb of equipment for in-water servicing if necessary; crew capable of, and to conduct all deployment/exchange operations; on board welding/acetylene cutting equipment; electrical power-120/220 VAC; comfortable, air-conditioned quarters and mess facilities for as many as five NDBC/Government personnel in addition to normal crew; capable of work deck operations in Sea State 4; able to transit the East Pearl River and the Stennis Space Center canal-controlling depth of 7 feet. A site survey of the vessel is required, at the discretion of the contracting officer and project manager, prior to any contractual agreement. There are maximum sea states in which the vessel would be expected to deploy or exchange. The decision whether to go or no-go when considering weather conditions will be made by mutual agreement between the NDBC representative and the boat Captain, with the Captain having the final authority to postpone, or stop work during a mission. Due consideration will be given to the safety of the vessel and personnel aboard at all times. A no-go decision due to weather will not be considered a cancellation.
