purpose of soliciting names of United States construction firms, Qatar
construction firms, or joint ventures of U.S. and Qatar construction
firms interested in submitting an offer for a project in the State of
Qatar as described in the Project Scope below. To be considered a U.S.
construction firm, the firm must: Perform construction as a
significant portion of its business; be incorporated and have its
corporate headquarters in the U.S.; have paid corporate franchise and
employment taxes in the U.S. for a minimum of two (2) years and shall
have filed state and federal income tax declarations for a minimum of
two (2) corporate years; have paid any applicable taxes determined to
be due as a result of such filings; and employ U.S. citizens in key
management positions. To be considered a Qatar construction firm the
firm must be so registered and qualified by the Qatar Government
Central Tender Committee (CTC). PROJECT SCOPE: Construct the following
facilities with support utilities: Transient Quarters; Guard
Administration Building; Dog Kennel; Addition to Community Center;
Non-Tactical Vehicle Parking with Sunshades; and Outdoor Volleyball
Court. Building construction is either pre-engineered metal buildings
or cast-in-place reinforced concrete frame with concrete masonry block
in-fill walls. The solicitation may also include requirements for
providing furniture and furnishings, installation of government
furnished equipment, spare parts, and systems Operations & Maintenance
manuals. The proposal schedule may include optional items. Estimated
value is between $1,000,000 to $5,000,000. All construction is within
an existing military installation on the outskirts of the capital city,
Doha, Qatar. The military installation is a 260+ acre site used by the
U.S. Army for the storage and maintenance of military vehicles,
equipment, and sustainment stocks. Base access and security provisions
will be included in the solicitation. Such provisions may restrict
certain nationalities fromentering the base. ADDITIONAL REQUIREMENTS:
All firms applying shall be licensed to do business in the State of
Qatar or demonstrate the ability to be licensed at contract award and
will comply with the laws and regulations of the State of Qatar to
become licensed. Contractors responding to this notice and meeting all
conditions of this notice will receive a request for proposal (RFP).
PLANS AND SPECIFICATIONS: The plans and specifications will be
available at no cost to approved construction firms. Interested
subcontractors and suppliers that have been endorsed by approved
construction firms will be charged for drawings and specifications.
CONTRACT PROCEDURES: Contract award will be based upon a best value
analysis of all proposals; including, at a minimum, the evaluation of
each offeror's price, past performance, technical competence, and
understanding of the scope of the project. Complete evaluation criteria
will be conveyed within the RFP. The contract will be awarded on a
firm-fixed price basis. Tentative date for issuance of RFP number
DACA78-00-R-0024 is August 7, 2000. A pre-proposal site visit is
planned during the proposal period. Tentative date for receipt of
proposals is September 8, 2000. Tentative construction award date is
September 29, 2000. Tentative construction period is 16 months. The
solicitation may address requirements for priority sequencing of
construction and phased completion of various facilities. Firms
interested in receiving this solicitation should send a written request

CONSTRAINT: Contract award must be made by September 30, 2000, as
