Dollar magnitude of this project is between $250,000 to
$500,000.Construction of a new 3,012 square foot, eight-dog kennel and
training facility for the security forces at Charleston Air Force
Base.Architectural features include concrete masonry and steel stud
walls with split-faced CMU and brick veneer on a continuous concrete
footing.A concrete floor slab, with aluminum storefront doors and
windows, wood roof trusses with standing seam metal roofing panels are
included.Administrative area includes two offices, work room, clinic,
kitchens, toilet, storage and equipment room.The kennel area includes
chain link pens with a vaulted ceiling for housing eight dogs.Interior
finishes include vinyl composite tile, painted gypsum board walls and
suspended acoustical ceilings.Site work includes a parking lot with
sidewalks, fenced dog training and break yard, landscaping and site
utilities.Complete mechanical, electrical and plumbing systems are also
included.Total performance time is 280 days. FUNDS ARE NOT PRESENTLY
AVAILABLE FOR THIS PROJECT. NO AWARD WILL BE MADE UNDER THIS
SOLICITATION UNTIL FUNDS ARE AVAILABLE. THE GOVERNMENT RESERVES THE
RIGHT TO CANCEL THIS SOLICITATION/RFP EITHER BEFORE OR AFTER RFP
CLOSING DATE. The solicitation will be issued as unrestricted and will
be evaluated using Pricing/Performance Trade-Off and under the HUBZone
Preference Program.This project may be considered for 100 percent
set-aside for HUBZone concerns. Interested HubZone concerns should, as
early as possible, but not later than 15 days of this notice, indicate
interest in the acquisition by providing to the Contracting Office
evidence of capability to perform, including references, bonding
capacity, and points of contact for similar type work (SIC Code) in
this dollar magnitude. If adequate interest is not received from
HUBZone concerns, the solicitation will be issued as unrestricted
without further notice. Therefore, replies to this notice are requested
from all business concerns as well as from HUBZone concerns. The
solicitation will be available on or about 28 July 2000 and may be
downloaded from the web site address: www.eps.gov or it can be accessed
through a link at http://437contracting.charleston.af.mil. Paper copies
or CDs of this solicitation will not be provided. Offerors will be
required to submit their proposals in electronic format on disk or CD
ROM. All responsible sources may submit a proposal which shall be
