The U. S. Postal Service has a requirement for the purchase of five
(5) Delivery Barcode Sorter (DBCS) support conveyors and the extension
of 29 existing conveyor systems. Installation will be required. The
location of this equipment will be the Phoenix Processing &
Distribution Center (P&DC), 49949 E. Van Buren, Phoenix AZ. It is
highly recommended that a site visit be made prior to submission of
proposal. Site visits may be arranged by contacting Bill Davenport (US
Postal Service, Phoenix) at (602) 225-3477. Delivery Barcode Sorters
are utilized in the Phoenix P&DC for "two pass" processing of bar-coded
letter size mail. The supporting conveyors are utilized to return
sequenced letter trays back to the feed end of the DBCS for a "second
pass". Each of the five new systems will require one feed end module
(with motors & control cabinet), one tail end module, and nine
intermediate modules. Original 29 conveyors were purchased in 1993.
Since that time the existing machines have been lengthened by adding
stacker modules. It should be noted that the construction of the 29
existing conveyors differ and components are not interchangeable.
Complete specifications shall be issued with the Solicitation. The
award of a firm, fixed-price type contract is anticipated. The
solicitation, negotiation, and award of this requirement will be in
accordance with the U S Postal Service Purchasing Manual, Chapter 4,
Purchasing, Commercial Items. (Available on at: htt;://new.usps.gov)
This will be a "Best Value" purchase. While price may be a significant
factor in the evaluation of offers, the final award decision will be
based on a combination of past performance, supplier capability, and
other evaluation factors as described in the solicitation. Requests for
copies of the solicitation must be made in writing and may be requested
by FAX to (303) 369-1251, OR by e-mail to: clawson@email.usps.gov. No
telephone requests will be accepted. The solicitation will be issued on
or about 07/21/2000, and will be released to all offerors requesting a
copy. All responsible sources may be submit a proposal which, if
