will be UNRESTRICTED. The work includes all labor, materials, and
equipment for the removal and replacement of six (6) faulty
magnetometers. There are four magnetometers (4) in the medium/deep
arrays and two magnetometers (2) in the shallow array. Additionally,
one (1) spar buoy is to be placed at each end of the shallow array. The
following steps are anticipated for completing one (1) magnetometer
replacement cycle. The steps are the same for all magnetometer
replacements with the exception of removing and replacing pea gravel in
the shallow array. One replacement cycle is expected to be completed
within one (1) 10 hour workday. The following lists the general steps
required to complete one (1) replacement cycle: 1). Move barge to site;
2). Position barge over select tube using GPS positioning; 3). Diver
(in water) to perform brief survey of the bottom; 4). Lower cofferdam
over location of instrument; 5). Divers airlift pea gravel overlaying
concrete cylinder(if necessary); 6). Remove FRP cover on cylinder; 7).
Remove pea gravel from inside cylinder; 8). Locate service loop of
instrument cable and detach from instrument tube; 9). Remove
magnetometer from the tube and bring to the surface; 10). Magnetometer
replaced and instrument cable tested. 11). Diver returns magnetometer
to the tube, recoils service loop, and replaces cylinder cover; 12).
New pea gravel placed over cylinder top. The solicitation will be a
Request for Quote (RFQ) whereby offerors will be required to submit a
technical proposal (Which briefly describes their ability to meet the
requirement), a cost proposal, and past performance information. Award
shall be made to the responsible offeror whose proposals meet the RFQ.
The contract will be awarded with fixed-price provisions. The RFQ may
be found and downloaded from http://esol.navfac.navy.mil. Proposals
