NASA/MSFC plans to issue a Request for Quotation (RFQ) for Space
Radiation Environment Analysis. This effort shall develop the means for
providing radiation environment predictions and generating analyses of
data, including radiation test data. This is required to accommodate
the use of Commercial Off-The-Shelf (COTS) devices in space satellites.
This procurement is being conducted under the Simplified Acquisition
Procedures (SAP). NASA/MSFC intends to purchase the items from
Aerospace Corporation, 2350 East El Segundo Boulevard, El Segundo, CA
90245. Pursuant to FAR 13.106, for the acquisition of supplies or
services determined to be reasonably available from only one source.
Competition is impractical for the following reasons: 1. This effort
provides for post-flight environment data analysis for components used
on the Analog Experiment and is a continuation of work previously
performed by Aerospace Corporation through the Jet Propulsion
Laboratory. 2. The Aerospace Corporation has already designed and built
the Analog Experiment that will fly as a NASA sponsored flight
experiment. This effort began in 1997 with the Aerospace Corporation
designing and developing the Analog Experiment. 3. Due to their
knowledge and expertise of this experiment and the investment NASA has
already made with the Aerospace Corporation, it cannot be transitioned
to another vendor without substantial duplication of effort already
performed resulting in increased costs and schedule delays. The
Government does not intend to acquire a commercial item using FAR Part
12. See Note 26. Interested organizations may submit their
capabilities and qualifications to perform the effort in writing to the
identified point of contact not later than 4:30 p.m. local time on July
31, 2000. Such capabilities/qualifications will be evaluated solely for
the purpose of determining whether or not to conduct this procurement
on a competitive basis. A determination by the Government not to
compete this proposed effort on a full and open competition basis,
based upon responses to this notice is solely within the discretion of
the government. Oral communications are not acceptable in response to
this notice. All responsible sources may submit an offer which shall
