Health Resources and Services Administration proposes to negotiate
under FAR Part 13 -- SIMPLIFIED ACQUISITION PROCEDURES on a sole source
basis with Impact Assessment, Inc., to expand current childhood asthma
surveillance activities taking place in Imperial Valley, California
(in the US and Mexico). The purpose is to determine the availability
and quality of data on childhood asthma and possible linkages with
environmental data (air quality indicators), which builds on prior work
done in a joint endeavor between the EPA and HRSA. Impact Assessment,
Inc. is deemed the only responsible source capable of providing the
required work and service under authority in 41 U.S.C.253 (1), as set
forth in FAR 6.302-1(b)(1)(I). This is not a solicitation. A copy of
the solicitation has not yet been produced. A copy of the Justification
for Other then Full and Open Competition is on file. Inquiries must
