The National Park Service (NPS), Columbia Cascades Support Office is soliciting proposals from small business set-asides, to produce, from qualified contractors, an official NPS document: The Historic Resources Study (HRS), for the Ebey's Landing National Historical Reserve, that traces the history of human habitation, occupation, and use of what is today known as the reserve. The study will use primary and secondary sources to chronicle all of the themes that are found to be relevant to the history of the area. Themes may include, but are not limited to: American Indian use and occupation, exploration, emigration and settlement, transportation, commercial development (farming, grazing, ranching, fishing, hunting, mining, fruit growing/processing, service industries, shipping, logging, etc.), missionaries, religions, ethnic groups, among others listed in the solicitation. Research will be conducted in a variety of repositories in and outside of the State of Washington, possibly as far away as Washington, D.C., Chicago, IL, Denver, CO, and San Francisco, CA. The contractor shall produce a clearly written comprehensive and interpretive history that identifies and evaluates the historic events and activities that have occurred in and around the reserve; include maps, photographs, illustrations, and other graphic materials to enhance the 250-400 page study that will be produced as identified in the scope of work. The reserve is located in the Coupeville area of central Whidby Island, in Puget Sound, Washington State, approximately 55 miles north of Seattle. The reserve is managed by a Trust Board which is comprised of local, state, and federal government agency representatives. The Trust Board Office is located in Island County Historical Museum, near the historic wharf, in Coupeville. The Standard Industrial Classification Code for this procurement is 8732 and the size standard is $5.M. The estimated price range of this solicitation is between $25,000 and $100,000.
