the ability to furnish the services described herein are requested to
give written notification (including the telephone number for a point
of contact) to the procuring office above within forty-five (45)
calendar days from the date of this synopsis. Salient characteristics:
The U.S. Geological Survey, Earthworm Development Group, has a
requirement to improve seismic monitoring for three major urban at-risk
areas, San Francisco, California, Salt Lake City, Utah, and Seattle,
Washington. The major tasks of this project are as follows: 1)
Installation of eighty K2 strong motion data loggers; 2) Installation
of communication links from the remote K2 systems to central recording
sites at each network; 3) Development of software to interface the K2
systems to Earthworm systems running at each central site; 4)
Development of software to continuously monitor the K2 data streams for
significant seismic events and calculate strong motion parameters when
a significant events occurs; and 5) Incorporation of the strong motion
waveform and parametric data into the Earthworm database for generation
of shake maps. The Earthworm Development Group previously designed and
implemented the Earthworm earthquake monitoring system and Earthworm
database. In order to successfully complete the software development
tasks in a timely manner, the Earthworm Development Group requires
assistance from a responsible source with the following unique
qualifications, which are considered essential to the requirement: 1)
In-depth knowledge and extensive experience with C-programming
language, Fortran programming language, Solaris system administration
and TCP protocol; 2) In-depth knowledge and experience with the ORACLE
DBMS used in the USGS rapid earthquake notification system; and 3)
In-depth knowledge and understanding of the Earthworm software
architecture and communication protocol in order to install and
configures these modules at Tsunami Warning Centers, and maintain and
customize the Earthworm system for the PacificNorthwest Seismic
Network. Based on information available at this time, and in accordance
with 41 U.S.C. 253(c)(1), implemented by FAR 6.302-1, the Government
considers the services specified as a sole source from Peter Lombard,
Albany, California, and proposes to negotiate a contract with that
individual on that basis. However, should additional sources be
identified, they will be considered. Firms who feel that they can
furnish the required services (based upon the criteria specified
herein) are invited to submit in writing an affirmative response to
this announcement. An affirmative response would include literature,
brochures and such other materials which correspond to the required
items stated herein. This information will be evaluated and used to
determine if competitive opportunities exist. Since no solicitation
document exists, requests for such documents without accompanying
information will be considered non-responsive to this request without
further consideration. This notice may represent the Government's only
