The Space and Naval Warfare Systems Command (SPAWAR) intends to award a sole-source delivery order against ITSS BPA #N00039-98-A-3008 to TDS Incorporated. Contractor will provide program and administrative support to SPAWAR Code 052 (Plans and Budgets) in the development of cost modeling, matrix support, tracking and analysis, funding studies, and implementation strategies. This effort will also provide technical assessments including Program Objective Memorandum (POM) planning, Baseline Assessment Memorandum (BAM) development and maintenance, and Integrated Warfare Architectures (IWARS) long term planning and analysis. Contractor must comprehend all SPAWAR programs, their interdependencies, and the execution of processes that support the programs. Contractor must also retain a high level of proficiency on IT21 matrix documentation and processes and completely understand all shore and other non-IT21 matrices. The period of this performance for this order will be for ten months from the date of award.
