Integration Analysis project requires detailed analysis of all BLM data
systems with special emphasis on the LR2000 System. This effort will
support the future data migration to National Integrated Land System
(NILS) from relational data to object management and geographic
information systems (GIS). It is critical that the data is understood,
business rules be tracked and mapped correctly, and the data migrated
into a standard format to facilitate this migration. The project
requires a good understanding of the business problems regarding the
storage and classification of land data. Three-dimensional data is
currently stored in an alphanumeric format, and is limited to the
restrictions placed on it by a two-dimensional system. Excellent
analysis skills are required to understand how the land is currently
structured and prepare the data for transformation into a spatial
system. In addition, the creation of grammar parsers is needed to
determine the contents and demographics of the existent data. The
result of the current work will be the design of a Lowest Common
Denominator data structure and validation of business rule support
contained in this data structure. Required skills include: . Expert
knowledge of business rule analysis, extraction and storage Experience
with business rule grammars Experience in writing data parsers, data
migration engines and grammar parsers Expert knowledge in the PERL
programming language and Unix utilities Database design and development
Ability to perform all facets of data migration, including
transformation and cleansing Ability to perform detailed data quality
analysis and create nformative reports Knowledge of emerging
technologies including object oriented design Presentation of database
statistics in the form of tables, charts and graphs Ability to produce
professional database analysis reports Understanding of issues
surrounding BLM legal land descriptions and land status Understanding
of BLM survey types, survey rules and land classification Experience
with systems that store land descriptions in an alphanumeric format
Required knowledge and experience: Brio Designer; Migration Architect;
InfoSelect; Sybase IQ, Informix and Microsoft Access; Axon Idea
Processor; Informatica; RuleTrack. The BLM intends to award an IDIQ
contract for 1 base year and 4 option years. This acquisition will not
require full-time support. The BLM estimates this effort will require
2 employees for a minimum of 1000 hours each for the first year and
increased to 1400 hours each for each option year. See Note(s) 1.
