SOURCES SOUGHT SYNOPSIS The Air Force Armament Center (AAC) at Eglin
AFB, FL, is seeking inputs from industry with technical expertise to
provide the 96th Communications Group (96CG) Software Engineering and
System Engineering Services, SIC Code 7373-Computer Integrated Systems
Design, to support the continuing enhancement and maintenance of the
Gulf Range Drone Control System (GRDCS), the GRDCS Mobile Control
System (GMCS), and the White Sands Missile Range Mobile Control System
(WMCS). Implementation of the Global Positioning System into GRDCS and
assistance in the development of the Multi-Service Target Control
System (MSTCS) shall also be required. A basic contract with 4 option
years beginning in FY01 is proposed. GRDCS includes the command and
control of up to four drone aircraft (currently BQM-34 series, QF-4,
and the MQM-107 series) during launch, single and formation flight
recovery; and the tracking of four shooter aircraft, four missiles, and
two other type aircraft. The tracking and controlof all aircraft shall
be done through ground stations or airborne relays. The GRDCS computer
equipment is currently a network of IBM RISC 6000 workstations with
specialized interfaces to connect with Data Link subsystems for the
ground and airborne stations. MSTCS is an evolutionary path for GRDCS.
Assistance with the MSTCS program which includes requirements
definitions through site testing shall also be required. This support
is planned to require five Software Engineers and six System Engineers
experienced in the hardware and software systems associated with
GRDCS, the Eglin Real Time System, and GPS. More specifically, the
contractor shall be required to design, develop, install, integrate,
test, document, and maintain the system software for GRDCS; design and
support GRDCS analysis software development and documentation with
emphasis on drone control and distance measuring equipment (DME)
navigation; evaluate additional needed hardware and software
enhancements and define its integration into GRDCS; evaluate GPS
requirements and define its integration into GRDCS; develop software to
test GPS equipment as interfaced to the GRDCS datalink instrumentation;
develop control algorithms for specific QF-4, BQM-34 series and MQM-107
series applications for GRDCS; develop and maintain software for
specific QF-4, BQM-34 series and MQM-107 series applications for GRDCS;
define and implement improvements for all GRDCS drone simulations;
develop and maintain control and simulation software for integration of
future drones into GRDCS; assist in the development of MSTCS; and
execute software development projects that fall under 96CG's Capability
Maturity Model (CMM) by utilizing 96CG standard software process. This
synopsis is for information and planning purposes only and does not
constitute an IFB or RFP and is not to be construed as a commitment to
contract by the Government. Interested primes must submit a statement
of capability within 15 calendar days of this announcement. Submit the
statement of capability to John P. Sullivan, AAC/PKZB, 205 West D
Avenue, Suite 433, Eglin AFB FL 32542-6864. The Armament Center (AAC)
has appointed an Acquisition Ombudsman to hear concerns from offerors
or potential offerors during the proposal development phase of an AAC
acquisition. The Ombudsman does not diminish the authority of the
program Director or Contracting Officer, but communicates Contractor
concerns, issues, disagreements, and recommendations to the appropriate
Government personnel. (You should only contact the ombudsman with
issues or concerns that you cannot satisfactorily resolve with the
program manager and/or contracting officer.) When requested, the
Ombudsman shall maintain strict confidentially as to the source of the
concern. The Ombudsman does not participate in the evaluation of
proposals or in the source selection process. Interested parties are
invited to contact the Ombudsman, Dr. Mario Caluda, AAC/CD, 101 West D
Avenue, Suite 123, Eglin AFB FL 32542-5495 at (850) 882-5558. The
established channel for routine communications concerning this
acquisition should be directed to the Contracting Officer, John P.
Sullivan at (850)882-4603 ext 4530 or the Program Manager Ken Olson at
(850) 882-2016. Collect calls will not be accepted. Posted 07/17/00
