STATEMENT OF OBJECTIVES (SOO) Total Enterprise Asset Management (TEAM)
Solution OBJECTIVE/SCOPE: The Veterans Affairs Austin Automation
Center (AAC) has acquired a wide variety of IT assets (reference the
AAC web page at http://www.aac.va.gov from many different vendors
through a conglomerate of contractual vehicles. The AAC has over 100
software products for the S/390 enterprise server and 39 software
products that run on the distributed systems. Additionally, the AAC
contracts for support services in programming, building maintenance,
hardware maintenance, operational support, consulting, and training.
All these IT assets are managed by multiple organizational units using
multiple spreadsheets. The AAC is seeking a total solution for
managing all its IT assets which meets the following broad
requirements: a. Provides a central repository of information about all
software (e.g., operating systems, ISV software, databases,
applications) from mainframe to PC platforms, professional services
(e.g., development and support contracts, leasing contracts, and other
services contracts), software licensing contracts, leasing contracts,
and other services contracts), software licensing agreements, records
of IT asset inventory changes and updates, and hardware in the entire
enterprise, to include peripherals (storage devices, printers, etc.).
The information shall be accurate and commonly accessible by all
organizations in the AAC that regularly use this information. This
repository will assist in the management of all IT assets through their
entire life-cycle from cradle to grave. This includes tracking the
asset during the procurement process through disposal. b. Provides
quick access to accurate information needed for budget projection, cost
tracking, proposal preparation, cost projections for future purchase
decisions, contract negotiation, software usage review, history of
actual development costs, annual operating and maintenance costs,
expected life cycle costs, and other requirements. c. Provides highly
automated features so that specific information being tracked (e.g.,
individual software components, releases, changes, contract changes)
is, as much as possible, discovered and information updated
automatically such that Total Cost of Ownership (TCO) can be accurately
measured at any time. d. Provides a user-friendly data entry function
when data must be entered manually. e. Provides detailed data on usage
of software products (frequency, customer group, etc.) and the amount
of resources (primarily CPU) consumed by their use. f. Provides the
capability/flexibility to collect and manage detailed data on other
non-IT asset to be tracked in the future. g. Provides the flexibility
and scalability to implement the solution in phases; e.g., S/390
software asset mgmt. first, server software/hardware asset mgmt.
second, PC software/hardware mgmt. third, other capital asset mgmt.
fourth, services contracts mgmt. fifth, etc. Respondents to this SOO
shall submit a rough order of magnitude (ROM) cost estimate and general
technical solution for the objectives in paragraph 2 with the following
characteristics and capabilities:  Inventory, reporting,
updating, and query capabilities  A method for communicating
inventory changes to affected parties  Asset tracking 
Portfolio management  Contract tracking  License
tracking  Workflow processing  Knowledge management
 Interface capability of all databases in this solution
 Relationship tracking between assets  User
customization of database fields  Automatic reminder of
