National Oceanic and Atmospheric Administration (NOAA), National
Weather Service (NWS), Silver Spring, MD, intends to negotiate on a
noncompetitive basis with FiberGate of Springfield Virginia for the
installation of optical fiber cable dark fiber connection. Data
transmission rates will be up to one (1) gigabit per second. The
contractor shall perform the following functions: 1)Install one fiber
connection between the NOAA Silver Spring, MD Headquarters to the
FiberGate backbone; 2)install conduit from the northwest corner of
East-West Highway, Silver Spring, MD and Colesville Road, Silver
Spring, MD to the north east corner of NOAA building I. Once the
conduit reaches the building, the contractor will core drill into the
hallway about two (2) feet from the emergency exit door. Upon entering
the building, the contractor will core drill again through the floor
to the parking garage level. The fiber will enter the garage level, and
head west and south and west over to the main TELCO closet. EMT pipe
will attach to the existing trays approximately sixty (60) feet inside
the garage, and follow the existing pipes to the closet. The
contractor will terminate next to the National Weather Service Routers.
Vendors who believe that they can meet this requirement are required to
submit in writing an affirmative response demonstrating they can meet
the Governments requirements. To be considered an affirmative response,
all written responses must include a written narrative statement of
capability, including detailed technical information and other
technical literature demonstrating the ability to meet the above
requirements in a cost effective manner. In your response, you must
address each of the two items listed above in sufficient detail to
permit agency analysis to establish a bona fide capability to meet the
requirements; cost data should be included also. Failure to submit
documentation will result in the Government proceeding as stated above.
A determination by the Government not to open the requirement to
competition based upon responses to this notice is solely within the
discretion of the Government. A fixed-price, contract is contemplated
for this effort. Affirmative written responses must be received no
later than 15 days after publication to this synopsis. See notes 22,26.
