This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; offers are being requested and a paper copy of the solicitation will not be issued. Solicitation F09609-00-Q-0006 is hereby issued as a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-17. The procurement is 100% small business set-aside and will follow simplified acquisition procedures in FAR Part 13 and 13.5. The applicable standard industrial code (SIC) is 4953 with a size standard of $6.0M. The following nonpersonal services are required: provide all equipment, transportation, materials, personnel and documentation of all activities and audit trails, through final disposition, of all wastes and materials, whether recycled or disposed. Provide for the off-base reclamation and/or final treatment/disposal of hazardous and non-hazardous waste materials generated on Dobbins Air Reserve Base, (Marietta) Georgia, in accordance with all local, state and federal EPA solid and hazardous waste laws and regulations. Services include, but are not limited to the following, initial and annual waste stream analysis, profile/waste characterization, provision of annual reports, disposal and recycling services, packaging, marking and labeling of containers and all transportation requirements in accordance with Attachment 1, entitled "Statement of Work for Dobbins Air Reserve Base Hazardous and Non-Hazardous Waste Recycling and Disposal", dated 14 July 2000. Materials include, but are not limited to, liquids, solids, sludges of contaminated absorbent materials, paint, thinner, solvents, used fuels, photographic developer and fixer, aerosols, expired chemical decontamination kits, and spill residue. Dobbins ARB is generally considered a small quantity generator, but requires service at 90-day intervals. The contractor shall obtain all required transportation permits and be responsible for compliance with all applicable OSHA, DOT, and State laws and regulations concerning transport of these materials. The contractor must be fully licensed, state approved and insured for the required services. The selected contractor shall be required to allow the Government a site visit to the designated treatment, storage or disposal/recycling facility prior to issuance of a formal contract. A fixed-price contract with a basic year plus four (4) twelve-(12) month option periods is anticipated for this procurement. Basic year operations are to begin effective 01 October 2000. Offers shall be submitted in the format identified in Attachment 2, Schedule of Services. All submitted offers shall include past performance documentation applicable to this type of work, along with any prior government contract points of contact and telephone numbers. The provision at FAR 52.212-1, Instructions to Offers-Commercial Items, shall apply along with Defense FAR Supplement (DFARS) 252.204-7004, Required Central Contractor Registration (CCR). Evaluation of offers will be in accordance with FAR 52.212-2, Evaluation-Commercial Items, based on the following factors being of equal value, (1) past performance, and (2) total price of CLINs 0001-4001. All offers must include a completed copy of FAR 52.212-3, Offer Representations and Certifications-Commercial Items. FAR 52.212-4, Contract Terms and Conditions-Commercial Items, shall apply.
