to negotiate under FAR Part 13 -- SIMPLIFIED ACQUISITION PROCEDURES on
a sole source basis with the University of South Florida's School of
Community and Family Health to revise their "Friendly Access" quality
service training program for community coalitions of health providers
addressing maternal and infant health; refine the Friendly Access
demonstration programs; improve infant and child health status outcomes
in communities that have adopted the Friendly Access approach; evaluate
the processes and outcomes related to achieving these goals. The
University of South Florida's School of Community and Family Health is
deemed the only responsible source capable of providing the required
work and service under authority in 41 U.S.C.253 (1), as set forth in
FAR 6.302-1(b)(1)(I). This is not a solicitation. A copy of the
solicitation has not yet been produced. A copy of the Justification for
