is a combined synopsis/solicitation for commercial services prepared in
accordance with the format in the Federal Acquisition Reg FAR SUbpart
12.6 as supplemented with additional info included in this notice. This
announcement constitutes the only solicitation; proposals are being
requested and a written solicitation will not be issued. Solicitation
number DABT59-00-R-1019 is being issued as a commercial request for
proposal (RFP). Subject acquisition is set-aside for 100% small
business concerns only. SIC code 7371, size standard $18M. All
responsible small business concerns may submit a proposal that will be
considered by this agency. Services: The contractor shall provide all
the labor, supervision, materials, equipment and travel to perform
hands-on technical and training support services for approximately 8
Government programmers at the government's site LESD, NSC, Bldg 1109,
Room 340, Fort Lee, VA 23801-1511. The contractor shall provide
technical expertise and guidance in allaspects of large scale object
oriented projects to include, but are not limited to, the following
areas; 1. Project management as it relates to object oriented
methodologies, 2. team building in an object oriented environment, 3.
Development of standards for C++ and unified modeling language (UML),
4. object oriented analysis and design utlizing use cases, class
diagrams, state charts, deployment diagrams, etc; 5.
incremental/iterative development using rational unified process, 6.
client/server architectural design, 7. integration with legacy systems,
8. graphical use interface (GUI) design and implementation, 9.
implementation of application programming code in adherence with object
oriented design; 10. component development; 11. windows NT/2000 server
technology, and 12. object oriented database management system
(ODBMS). The contractor's personnel(s) that will perform on-site
training and technical support must have at least ten years of actual
development experience in object oriented technology. The contractor
shall perform the services four consecutive dates (Tuesday-Friday)
between the hrs of 0800am-4:30pm, per month for 10 months. Contractor
shall price the services per month. Due to mission changes, the
contractor must be flexible in monthly scheduling. All technical
question shall be submit to Terry Hyatt, Contracting Officer, at the
address identified below. The contractor shall submit an original and
1 copy of their technical proposal that identifies and discusses how
the contractor plans to perform the above services and explain their
experience in providing the same and or similar services to the
government or private sector. At least 5 past performance references
and resumes of key personnel shall be provided in the proposal.
Evaluation factors: 1. Technical capability, 2. Past Performance, 3.
Price. Factor 1 and 2 combined will be equal to factor 3. A signed
letter from an authorized contractor representative, certification &
representation, and pricing shallb e provided. This solicitation is
issued upon notice in the CBD and proposals are due no later than 4:00
PM EST on the 1 Aug 00. Proposal shall be submitted to Directorate of
Contracting, 1830 Quartermaster Road, Fort Lee, VA 23801-1606, (804)
734-4609. The solicitation doc, provisions and clauses are in effect
thru FAC 97-17. The provisions of FAR 52.212-1 & FAR 212-2 are in
effect with addendums identified herein. FAR 52.212-3 & FAR 52.212-4
are incorporated. FAR 52.212-5 with checked para (b)(3)& (6)-(10),
(c)(1)&(2) applies. DFAR 252.212-7001 & 252.204-7004 applies.
Contractor must be CCR registered and accept electronic funds tranfer
