352-330-3056 The Bureau of Prisons/Federal Correctional Complex is
soliciting quotes on a full and open competitive basis from qualified
contractor(s)/individuals to provide religious instruction and pastoral
leadership for the Native American faith at the Federal Correctional
Complex (FCC), Coleman, Florida, 33521. A firm-fixed price Five Year
Contract (Base year and four Option Years) will be issued under the
simplified acquisition procedures "best value procurement". The
Contractor shall provide instruction in the Native American theology,
practices, and provide pastoral leadership, for special Holy Days,
counseling to male inmates. These requirements will be performed one
time per month(one hour each, at each of three facilities) at the Sweat
Lodge/Chapel areas, FCC, Coleman, Florida. Line Item One: Provide
Native American Pastoral Care, one hour per month per facility (one
additional annual hour per facility will be required for Native
American History month and one additional annual hour per facility will
be allotted for Sweat Lodge assessments); therefore the total quantity
will be : Base Year -- 34 -- one hour sessions (14 at each of two
facilities and 10 at one additional facility);.Option Year 1 -- 42 one
hour sessions (14 at each of three facilities); Option Year 2 -- 42
one hour sessions (14 at each of three facilities); Option Year 3 -- 42
one hour sessions (14 at each of three facilities); and Option Year 4
-- 42 one hour sessions (14 at each of three facilities). All supplies,
books, and materials will be provided by the Federal Correctional
Complex, Coleman, Florida. This is a contractual agreement
(Non-Personal Service Contract) and not a Government appointment. The
contractor must be a recognized Native American spiritual advisor in
his community and in good standing with the Native American community.
The contractor must have knowledge in the practice and customs of the
Native American faith. Documentation supporting accomplishments,
counsel recognition, and letters of introduction and recognition must
accompany the offer. A security investigation will be conducted of the
contractor and/or instructor. This investigation shall include, but
may not be limited to fingerprinting for FBI search, NCIC search,
pictures for identification badges, and drug screening through urine
testing. This solicitation is restricted for small business. The
contract period will be: the base year, twelve months from date of
award; Option Year 1, 13 thru 24 months from date of award; Option Year
2, 25 thru 36 months from date of award; Option Year 3, 37 thru 48
months from date of award; and, Option Year 4, 49 thru 60 months from
date of award. The anticipated issue date of solicitations is July 25,
2000; with an anticipated receipt of offers due by August 24, 2000.
