DYNAMIC ASSEMBLY FOR SYSTEMS' ADAPTABILITY, DEPENDABILITY, AND
ASSURANCE (DASADA) PROGRAM (MODIFICATION) Modification to Special
Notice 00-23: This modification deletes and substitutes all previous
versions of Special Notice 00-23. POC -- Dr. John Salasin, DASADA

jsalasin@darpa.mil. This Special Notice announces DARPA's intentions
for planning and conducting Experimental Demonstration Projects (EDPs)
in support of DARPA's Dynamic Assembly for Systems' Adaptability,
Dependability, and Assurance (DASADA) Program. It also announces
DARPA's intention to invite white papers for the planning of EDPs
during the Program's development phase (GFY '01 and '02); selected EDPs
will be conducted during the Program's experimental demonstration phase
(GFY '03 and '04). Interested parties MUST note that 1) these Projects
will be undertaken by US Government organizations and/or agencies, 2)
the funding identified in this Notice will be provided to US
Government performers, and 3) prospective US Government performers,
only, are invited to submit white papers. US Government performers,
serving as their own procurement agents, will solicit support from the
commercial sector, as necessary. Therefore, this Special Notice is not
a solicitation for proposals of any kind, and accordingly, for
interested parties other than US Government organizations and agencies,
this Special Notice is for information purposes, only. Detailed
information concerning DARPA's DASADA Program is available at:

DARPA's DASADA Program expects to fund upwards of twenty planning
exercises (at $50K per exercise), and to conduct upwards of three
experimental projects (at $5,000K per project). EDPs will collaborate
with DASADA Technology Development Projects (TDPs) and their products
to further integrate technologies, and to scale technologies for
application on realistic DoD systems. EDPs will also emphasize
quantitative evaluation and transition. It is anticipated that EDPs
will be even more closely affiliated with commercial vendors (e.g.,
Object Resource Broker (ORB), tool, or compiler vendors) than are the
on-going DASADA TDPs. Development Phase -- White Papers. DARPA is
soliciting white papers from US Government organizations and agencies
interested in planning EDPs. As clearly and succinctly as possible,
white papers should provide a description of the activities to be
conducted in planning an EDP, and identify: 1) systems/subsystems on
which experiments might be conducted; 2) prospective technologies and
combinations of technologies that might be subject to experiment; 3)
evaluation criteria and measures, and available baseline data; and, 4)
an outline of the experiment plan. White papers should also indicate:
dynamic adaptability problems being faced by a specific C4ISR or a
weapons system (e.g., SC-21), or a defined group of systems (e.g.,
Heavy Bombers); expected contribution(s) that the (types of)
technologies being supported by DASADA might offer; and, potential
(initial) evaluation measures. White papers shall be no more than five
pages in length, 81/2" by 11" paper, double spaced, unclassified. This
limitation, five pages, excludes a covering letter, and such exhibits
as the submitting organization and/or agency may wish to include,
provided that such exhibits shall not be greater than three in number.
White papers shall be provided in hard copy over the signature of a
cognizant official of the submitting organization or agency. Electronic
submissions will not be accepted. White papers shall be addressed to
the Defense Advanced Research Projects Agency (DARPA), Information
Systems Office (ISO), 3701 North Fairfax Drive, Arlington, VA
22203-1714, Attn: John Salasin, Ph.D, DASADA Program Manager. White
papers shall be delivered at the address identified above on or before
the close of business on 01 November 2000, local time. For all
interested parties: In GFY '02, DARPA anticipates inviting the
submission of more elaborate white papers and/or proposals that will be
used to select those EDPs to be conducted. That selection will likely
be based on factors such as: 1) a clear statement of the problem --
both in technical and operational terms; 2) understanding the (types
of) technologies to be applied to the problem; 3) possibility for
evaluating results -- availability of baseline data, ability to collect
needed information; 4) Interest of other involved US Government
organizations and agencies; and 5) Pervasiveness of the problem --
