This synopsis constitutes market research to determine the extent of training available for potential award under FAR Part 15. It does not constitute a Request for Proposal. The Naval Air Warfare Center Training Systems Division (NAWCTSD) has a requirement to support the Navy's Command Aircraft Crew Training (CACT) Program which includes providing all labor, equipment, training facilities, tools, training materials, training devices, supervision and other services necessary for classroom, trainer, and simulator training for Navy C-40A (Boeing 737-700C with increased gross weight (IGW) as configured for U.S. Navy) aircrew and maintenance personnel. The C-40A CACT program requires classroom (academic and practical), a low cost Cockpit Familiarization Trainer (CFT) that depicts all cockpit systems, a Part Task Trainer (PTT) (for aircraft system training with trainee input and trainer response capability), and a FAA level "C" simulator. In lieu of the PTT or CFT a higher order device may be used. The flight simulator must be FAA certified to Level C or higher under current FAA Advisory Circular 120-40 criteria for the Boeing 737-700/800 configured cockpit with freeze, repositioning, and cockpit video capability. The pilot courses must be taught at a Federal Aviation Administration (FAA) 14 Code of Federal Regulations (CFR) Part 142 Boeing 737-700/800 certified Training Center. All contractor pilot instructors shall be certified under the 14 CFR Part 142 Training Center certification. Maintenance instructors must have formal (Airframes and Power Plants/A&P) License) and/or practical maintenance experience on the Boeing 737-700/800. Maintenance course scheduling shall allow for concatenation of the Airframes/Power Plants and Electronics/Avionics courses. The contractor will be required to submit training syllabus for each course for government approval. The anticipated C-40A course requirements shall include: 1) Pilot Initial Course -- The course shall be a maximum of 11 training days with the following criteria: Approximately 80.0 total hours consisting of classroom training addressing admin/check-in, general aircraft systems overview, Reduced Vertical Separation Minimums (RVSM) training, aircraft performance and flight planning, and a final exam. Additional training shall include cockpit familiarization training, PTT training and flight simulator training (seven seven-hour flight simulator periods consisting of a 2 hour pre-brief, a 1 hour debrief and four hours of simulator flight training split between the right and left seat). All trainees will have completed a Navy aircraft systems computer based training (CBT) program prior to attendance of this course. 2) Pilot Recurrent Course -- The course shall be a maximum of 5 training days with the following criteria: Approximately 35.0 total hours consisting of academic training that provides a systems review and addresses aircraft updates/lessons learned. Additional training shall consist of flight simulator training (four,seven-hour flight simulator periods consisting of a 2 hour pre-brief, a 1 hour debrief and four hours of simulator flight training split between the right and left seat). 3) Airframes/Power Plants Basic Maintenance Course -- The course shall be a maximum of 12 training days with the following criteria: Approximately 102.0 total hours consisting of administration, classroom academics/practical application, final exam and maintenance system Part Task Training (PTT) training (systems check/engine start). Trainees shall be able to trouble shoot/test, remove, replace/repair components that meet ATA level II or higher criteria. 4) Electrical/Avionics Basic Maintenance Course -- The course shall be a maximum of 12 training days with the following criteria: Approximately 102.0 total hours consisting of administration, classroom academics/practical application on avionics and electronics systems, and maintenance system Part Task Training (PTT) training (systems checks). Trainees shall be able to trouble shoot/test, remove, replace/repair components that meet an ATA II level or higher criteria. 5) General Familiarization Maintenance Course: -- The course shall be a maximum of 5 training days with the following criteria: Approximately 37.5 total hours consisting of admin, classroom academics on general aircraft systems, and a final exam. Course training shall be equivalent to Air Transport Association, ATA I criteria. 6) Aircraft Rigging Maintenance Course -- The course shall be a maximum of 7 training days with the following criteria: Approximately 56.0 total hours consisting of admin, classroom academics/practical applications, finalexam, and CFT. Trainees shall be able to trouble shoot/test, remove, and replace/repair components. Course training shall be equivalent to ATA IV criteria. 7) Corrosion Control and Prevention -- The course shall be a maximum 3 training days with the following criteria: Approximately 25.5 total hours consisting of admin, classroom academics/practical application and a final exams. Course training shall be equivalent to ATA level II or higher criteria. A non-personal, requirements type contract is anticipated with a 60-month period of performance. The government may split the Pilot Training and Maintenance Training Courses into two separate contracts if necessary. Organizations possessing a proven capability to provide the above are invited to submit their qualifications. Response shall be limited to 8 pages maximum. CBD responses shall minimally include: FAA certification level of simulator(s) and location, other training devices/part task trainers and their possible applications, present/future status of 14 CFR Part 142 certification in the Boeing 737-700, and what courses required the contractor is currently providing and/or capable of providing. Charts depicting capability information will be acceptable. Replies to this synopsis should reference the CBD notice number, solicitation number and date. Replies should also state the company's interest as prime or subcontractor in addition to indicating if they are a small, small disadvantaged, woman-owned or HUB Zone business. Replies must be received within 20 days after the date of posting. Responses by telegram, telephone, or responses combining more than one synopsis reference number will not be honored.
