Description of Work: This is a solicitation notice for the construction of a Multi-Purpose Range Complex (Heavy) at Camp Shelby, Mississippi. The location of Camp Shelby is 12 miles south of Hattiesburg, Mississippi on U.S. Highway 49. The range will be used to qualify gunnery for tank, infantry fighting vehicles, artillery, aviation and various other weapon systems. Construction of the range complex will require the movement of approximately six million cubic yards of soil through cut and fill operations. The extensive soil movement will necessitate water run-off management to involve culvert emplacement, diversion structures, ditches, ponds and other erosion control devices. The range complex will consist of approximately 28 miles of road construction and improvement with crushed limestone surface. The range will be divided into six lanes with a total of thirty defilade firing positions with turning pads, both of which consist of concrete construction. There will be 93 target positions throughout therange requiring concrete emplacement structures. There are 12 moving targets requiring track installation. Targetry is electronically operated and wiring for the entire range will be placed underground. Appurtenant facilities include a range control tower, administrative building, ammunition loading dock, covered bleachers, covered mess shed, water well, vehicle parking area and portable latrine pad. Estimated construction range is $10,000,000 and over. The Standard Industrial Classification (SIC) Code is 1629. The applicable small business size standard including affiliates, is no more than $17 million average annual revenue for the previous three years.
