Disease Control and Prevention (CDC) intends to negotiate with and
award a contract to NAPP & Associates, Durham, North Carolina. This
award will be made on a sole source basis for professional services for
the contractor to develop a hands-on resource manual to assist health
department grantees in implementing CDC's "Evaluation Guidance," under
SIC code 8733. This manual shall also take into account the diversity
of health departments' capacities and experience in evaluation and
provide practical steps, evaluation tools and recommendations for
conducting the following types of evaluation activities: (1) Evaluating
HIV Prevention Community Planning, (2) Designing and Evaluating
Intervention Plans, (3) Monitoring and Evaluating the implementation of
HIV Prevention program, (4) Evaluating linkages between the
comprehensive HIV prevention plan, CDC funding application, and
resource allocation, (5) Evaluating outcomes of HIV prevention
programs, and (6) Developing evaluation plans. Other than full and open
competition is authorized pursuant to 41 U.S.C. 253(c)(1), FAR 6.302-1.
The contractor's minimum qualifications include, but are not limited to
the following: assure project direction by a person who has a degree in
Public Health, Health Sciences, Behavioral Science, or Epidemiology;
senior evaluation staff shall demonstrate experience in public health
research, evaluation, evaluation training, and technical assistance by
describe past and current experience in developing and implementing
effective HIV prevention strategies and activities; assure that the
senior evaluation staff shall have served in a position of authority
(e.g., Project Coordinator, Research or training Director, etc.) in an
organization, or of a department that has conducted grant-funded
research within a governmental, non-profit, or academic institution;
have experience working with one or more health departments a
community-based organizations; and finally, the contractor shall have
a history of having produced timelyreports, meeting enrollment goals,
and experience integrating program and participatory research to
conduct the evaluation of HIV prevention programs. Qualified vendors
have 15 days from date of this announcement to submit a capability
statement delineating their ability to provide these services. Such
qualifications will be used solely for the purpose of determining
whether or not to conduct this procurement on a full and open
