NASA/LaRC plans to issue a Request for Quotation (RFQ) for the calibration of four strain-gage balances using an automatic balance calibration system. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). NASA/LaRC intends to purchase the items from Micro Craft, Inc. in San Diego. There are no other known automatic balance calibration systems compatible for several ongoing development projects. One project is to determine which system will meet LaRC's need and the other is to develop balance uncertainty methodologies, which will requires a large sample of calibration data to properly evaluate. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on July 27,2000. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the government.
