This is prepared in accordance with the format in FAR Subpart 12.6 and supplemented with additional information included in this notice. This electronic announcement is the only solicitation: Proposals are being requested, but no written solicitation will be issued. Simplified Acquisition Procedures will be used in accordance with FAR 13.5. The Naval Surface Warfare Center, Dahlgren Division intends to purchase the following items on a Limited Source Basis from Visicom Laboratories or its authorized resellers: CLIN 0001 -- 36 ea. P/N 530-2017-008 Visicom MIL-1397 NTDS-E VME module, CLIN 0002 -- 15 ea. P/N 530-2208-001 Visicom MIL -- 1397 NTDS-A/B/C VME Module. Visicom Laboratories is the only known manufacturer of the required items. These items are required for duplication of the existing AEGIS Combat Training Systems (ACTS) developed for Aegis Baseline 6P3 suites at the Aegis land based facilities. All quantities shall be new/unused. The closing date is 24 July 2000. Anticipated award date of 27 July 2000. All items are to be priced FOB DESTINATION Dahlgren, VA. Delivery shall be twelve weeks after receipt of order. THE GOVERNMENT WILL NOT ISSUE A WRITTEN REQUEST FOR QUOTATION AS ALL ITEMS ARE IDENTIFIED IN THIS COMMERCE BUSINESS DAILY (CBD) NOTICE. The solicitation number is N00178-00-R-2034 and is a Request For Proposal (RFP). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-18, and DFARS Change Notice dated 27 June 2000. The Standard Industrial Classification code is 3672, with a size standard of 500 employees. The following provisions and clauses are in effect: Clause 52.212.1 Instructions to Offerors -- Commercial applies to this solicitation and is incorporated by reference. The Government will award a contract from this solicitation to the responsible offeror whose offer conforms to the solicitation, meets all of the specifications for each CLIN atthe over all lowest cost. Offerors shall include a completed copy of provision 52.212-3, Offeror Representations and Certifications -- Commercial Items with offer. Clause 52.212-4, Contract Terms and Conditions -- Commercial Items, applies to this acquisition. The provision at FAR 52.212-5, Contract terms and Conditions Required to Implement Statutes or Executive Orders -- Commercial Items, Subparagraphs (a), (b), 1, 5, 7, 11, 12, 13, 14, 15, 22, and 25. The provisions at DFAR 252.212-7000, Offeror Representations and Certifications -- Commercial Items applies with the requirement that offerors provide a completed copy with their offer. The provisions at DFAR 252.212-7001, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisition of Commercial Items is applicable with the following provisions of subparagraph (b) thereof indicated as applicable: 252.225-7007, 252.225-7012, 252.227-7015, 252.227-7037, 252.243-7002 and 252.247-7024.
