jwest@dscr.dla.mil. Defense Supply Center Richmond (DSCR) is
comtemplating the release of a solicitation for industrial gases to
support multiple Department of Defense (DOD)activities throughout the
continental United States. A Prime Vendor scenario will be utlized to
support these gases. Prime Vendor support entails delivery of
industrial gases to as many DOD locations as is economically feasible,
upon receipt of customer order within select delivery timeframes. DSCR
contemplates awarding, on a best value basis, a one-year indefinite
quantity contract with four, one-year options. The contemplated
contract will require direct vendor delivery of gases such as
acetylene, argon, hydrogen, technical oxygen, sulfur hexafluoride,
helium and aviator's breathing oxygen. Required delivery is 48-72 hours
after receipt of order from Paperless Ordering Placement System (POPS).
The objective of the anticipated contract is to improve customer
service, reduce costs and streamline operations by adopting commercial
practices and eliminating the use of Government-furnished cylinders
from the process. The following is requested from industry to determine
the feasibility of this anticipated contract: 1. Interest in providing
Prime Vendor support to the DOD under such an arrangement. 2. Ability
to provide direct vendor within 48-72 hours of receipt of order. If
timeframe is not feasible, please explain why not and provide realistic
alternatives. 3. Please describe national distribution system, if
applicable, which would allow prospective contractor(s) to reach major
DOD locations nationwide. 4. There are many types of gases to be
included in this effort. What gases can you not support of what gases
would you propose to be in a resulting contract. 5. Please provide any
comments, especially regarding limitations, that you think may be
